Pune Water Tanker System Faces Regulatory Overhaul
Pune Municipal Corporation is preparing a comprehensive regulatory framework for private water tanker operations as the city grapples with seasonal water shortages and growing concerns over inflated prices. The proposed measures seek to improve transparency, ensure fair access to drinking water and strengthen public oversight of an increasingly important component of the city’s urban water supply system. The decision follows mounting complaints from residents over the pricing of privately supplied water. Civic officials noted that water procured from authorised municipal filling stations at fixed rates was being sold to households at significantly higher prices, placing an additional financial burden on families already affected by limited water availability. The move signals a shift towards stronger governance of emergency water distribution during periods of stress.
Under the proposed framework, the municipal administration will prepare a detailed Standard Operating Procedure covering all aspects of tanker operations. The guidelines are expected to standardise pricing practices, improve service accountability and establish uniform operational standards across private operators serving the city. Officials are expected to compile detailed information on tanker fleet sizes, authorised filling stations, carrying capacity, approved tariffs, vehicle registrations, driver qualifications, accident history and water quality compliance. The initiative is intended to create a centralised database that allows the civic administration to monitor tanker movement and identify irregularities in service delivery.
A key feature of the proposed reforms is the integration of digital technology into water distribution. All registered tankers are expected to install GPS devices, enabling real-time tracking through a mobile application. Residents will also be able to access online booking facilities, while a dedicated helpline and a transparent ‘first request, first supply’ allocation system are expected to improve fairness during periods of peak demand. Officials believe these measures can reduce delays, discourage unauthorised operations and increase public confidence in emergency water services. The Standard Operating Procedure will also introduce stronger public safety and quality assurance measures. Driver health assessments, mandatory training programmes, regular vehicle inspections and safety equipment are expected to become part of the compliance framework. In addition, routine testing of supplied water and stricter enforcement against violations aim to ensure that emergency water deliveries meet acceptable public health standards.
Urban planners note that water tankers have become an essential backup service in rapidly expanding cities where infrastructure development has not always kept pace with population growth. However, dependence on private supply without adequate regulation can create inequalities in access, increase household costs and reduce transparency. Strengthening oversight is therefore seen as an important step towards improving urban water resilience while protecting consumers. The civic administration has also proposed prioritising tanker supply to essential public institutions such as hospitals, schools, emergency services and police establishments during periods of acute scarcity. As Pune continues to experience pressure on its water resources, experts argue that effective regulation of tanker services should complement long-term investments in sustainable water infrastructure, conservation measures and efficient distribution networks to build greater resilience against future climate and urban growth challenges.
