The concept, which envisions nearly 45 kilometres of tunnel-based road infrastructure across five corridors, is being considered as a long-term response to rising congestion, increasing vehicle ownership and growing pressure on the city’s transport network. If advanced, the project would rank among the most expensive urban mobility investments proposed in western India. Estimated at around ₹34,000 crore, the initiative remains at an early planning stage, with feasibility assessments, environmental studies and financial evaluations yet to be completed. Authorities have indicated that no construction timeline has been finalised and that multiple layers of technical scrutiny will be required before the proposal can move towards implementation.

The project reflects a broader challenge confronting Pune. Rapid expansion of residential neighbourhoods, technology parks, educational institutions and commercial districts has accelerated travel demand across the metropolitan area. While investments in metro rail, road widening and junction upgrades have improved connectivity in several corridors, congestion continues to affect productivity, air quality and commuter well-being. Urban mobility specialists note that underground road systems are typically considered when surface-level expansion becomes difficult due to dense development patterns, land acquisition constraints and environmental sensitivities. In Pune’s case, planners are evaluating whether subsurface routes could provide an alternative for long-distance vehicular movement while freeing up road space for public transport, pedestrians and non-motorised mobility.

The proposed network is expected to create stronger north-south connectivity and improve access between major employment centres, residential zones and transit hubs. Integration with the city’s expanding metro system is also being discussed as a way to improve multimodal connectivity. Experts, however, caution that transport infrastructure should be planned as part of a broader mobility ecosystem rather than as a standalone engineering solution. Questions surrounding financial sustainability are likely to become central to future discussions. Large-scale tunnel projects require substantial capital investment, long construction periods and ongoing maintenance expenditure. Urban economists suggest that authorities will need to demonstrate clear social and economic benefits, including travel-time savings, emissions reduction and improved network efficiency, before securing public and institutional support.

Environmental considerations will also shape the project’s future. Detailed assessments will be required to understand impacts on groundwater systems, geological conditions, energy consumption and construction-related emissions. Climate-resilient infrastructure planning increasingly demands that major mobility projects balance engineering ambition with long-term environmental performance. For Pune, the proposal signals a growing willingness to explore complex transport solutions as urbanisation accelerates. Whether the underground mobility network ultimately proceeds will depend on technical feasibility, funding arrangements and public value assessments. In the coming years, the debate is likely to centre not only on moving vehicles faster, but on how infrastructure investments can create a more connected, efficient and sustainable city for future generations.
