Pune Traffic Crisis Exposes Growing Mobility Gaps

Pune’s worsening congestion is exposing a deeper urban planning problem: the city has expanded far faster than its transport systems have adapted. Rapid growth in built-up areas, rising vehicle ownership and uneven public transport coverage are putting pressure on roads and junctions, raising questions about whether future development can remain economically productive without becoming increasingly dependent on private vehicles.

The scale of expansion is significant. Pune’s built-up footprint has increased by around 330% since 1990, while roughly 1,300 vehicles are being added to the city’s roads each day, according to mobility assessments. The combination has pushed demand well beyond the capacity of several established road corridors. Traffic authorities have identified around 65 junctions experiencing serious congestion. At some locations, the problem is no longer limited to peak-hour delays. Bottlenecks can spread across adjoining corridors, increasing journey times and making bus operations less reliable. The underlying issue is closely linked to Pune’s changing urban form. Housing, offices and commercial activity have increasingly moved towards peripheral areas, while employment remains concentrated in several established economic districts. Longer daily journeys have consequently become more common. Where reliable public transport is unavailable, households often turn to private two-wheelers and cars, adding another layer of demand to already crowded roads.

Authorities are now considering focused interventions at approximately 30 critical junctions. Possible measures include flyovers, grade separation and redesigning intersections to improve traffic movement. The administration is also targeting an average vehicle speed of about 30 kmph, reflecting an attempt to improve the performance of existing infrastructure rather than depending entirely on new road construction. However, urban transport specialists caution that faster vehicle movement at selected junctions will not, by itself, resolve Pune’s mobility deficit. Flyovers can remove specific conflict points but may shift congestion further along a corridor if surrounding intersections remain constrained. Their value therefore depends on corridor-wide planning, pedestrian movement, public transport operations and land-use patterns.

The city’s public transport network is equally important. If new residential and employment districts continue to emerge without strong bus and mass-transit connections, private vehicle use is likely to remain structurally high. Better connections between housing, workplaces and transit nodes can reduce the need for long car and motorcycle journeys while improving access to jobs. Pune’s congestion is therefore more than a traffic-management problem. It is increasingly a test of how the metropolitan region manages growth, infrastructure investment and land use together. Targeted junction upgrades may provide immediate relief, but the longer-term measure of success will be whether Pune can accommodate economic and residential growth without making longer, costlier and more carbon-intensive journeys the default for its residents.
