Pune is stepping up preparations for Ganeshotsav with a focus on two basic urban services that often come under pressure during periods of high footfall: public sanitation and waste processing. The Pune Municipal Corporation (PMC) has ordered repairs to closed public toilets before the festival, while an independent technical audit has been approved for two waste-treatment facilities whose performance has raised questions about capacity and utilisation.
The civic body estimates that Pune currently has about 7,000 public toilet seats. Several facilities, however, remain unavailable because of relatively basic failures involving water connections, electricity, doors, taps and other fittings. PMC officials have been asked to identify closed facilities ward by ward and complete priority repairs before Ganeshotsav. The timing is significant. Festival processions, markets and crowded public spaces can bring a sharp increase in pedestrian movement. Limited access to usable toilets can create sanitation problems, particularly for women, older people, children and people with disabilities. Reliable water supply, lighting, cleaning and safe access are therefore essential parts of festival infrastructure rather than secondary civic amenities. The PMC is also considering a two-year maintenance and repair framework. Such planning could address a recurring weakness in public infrastructure: facilities are often repaired after they fail rather than maintained through scheduled inspections and preventive work. The civic administration is also developing plans for new smart toilets and dedicated facilities for women.
Waste management is facing a separate performance test. The PMC has approved a technical assessment by the National Environmental Engineering Research Institute (NEERI) for two waste-treatment projects — a 200-tonne-per-day wet-waste processing facility at Sus Road in Baner and a 300-tonne-per-day bio-CNG plant at Talegaon. The Talegaon facility has recorded particularly low utilisation. Between February and July 2026, it reportedly processed an average of only 26 tonnes of waste daily against its designed capacity of 300 tonnes. The operator has sought ₹42 crore from the civic body, citing damage to machinery and biological processes caused by prolonged under-utilisation.
Rather than deciding the compensation claim solely through administrative assessment, the PMC will now await an independent technical evaluation. The audit could establish whether the shortfall stems from equipment condition, waste supply, operational management or other factors, and whether further public expenditure is justified. The two decisions point to a wider challenge for Pune: infrastructure performance depends as much on maintenance and operational discipline as on new construction. Public toilets must remain functional after festivals end, while waste-treatment plants need reliable feedstock and performance monitoring throughout the year. For a growing city, the priority should be to extract more value from existing infrastructure while expanding capacity where genuinely necessary. Preventive maintenance, transparent performance data and independent technical reviews can help Pune deliver cleaner public spaces without continually increasing the cost of civic infrastructure.
