Pune Smart Traffic System Faces Performance Questions
Pune: Questions over the effectiveness of Pune’s Adaptive Traffic Management System (ATMS) have resurfaced after civic records showed that more than ₹115 crore has been spent on the project, even as congestion continues across many of the city’s busiest intersections. While the Pune Municipal Corporation (PMC) maintains that travel speeds have improved since the system was introduced, elected representatives and urban mobility experts are calling for an independent assessment of its real-world performance.
Information placed before the civic body indicates that expenditure on the Adaptive Traffic Management System has crossed ₹115 crore, including capital investment and post-completion maintenance. The project, implemented under the Pune Smart City initiative, covers 125 signalised junctions and was designed to optimise traffic flow through real-time signal adjustments based on vehicle movement. Municipal officials stated that the original project included multiple technology components beyond signal installations, rejecting suggestions that the expenditure reflected the cost of traffic signals alone. According to the administration, the smart signalling component represented only a portion of the overall project value, with the remaining investment covering integrated software, communication infrastructure, surveillance systems and traffic management equipment. The civic administration also disclosed that financial penalties amounting to ₹74 lakh had been recovered from the contractor due to service-level deficiencies linked to system uptime and downtime obligations. Officials said these deductions were made in accordance with contractual provisions governing operational performance and maintenance standards.
Despite these measures, daily commuters continue to report long delays at several key junctions across Pune, prompting renewed debate over whether technology investments alone can resolve the city’s growing mobility challenges. Urban transport specialists argue that while intelligent traffic systems can improve signal efficiency, their effectiveness depends on complementary interventions such as junction redesign, enforcement of traffic regulations, public transport enhancement and better management of roadside parking. According to civic data, the Adaptive Traffic Management System has contributed to measurable operational improvements compared with baseline traffic conditions recorded before implementation. Officials claim average travel time has reduced by just over 10 per cent, vehicle speeds have increased by around 13 per cent and the proportion of green signal availability has improved significantly. However, independent transport analysts say these performance indicators should be verified through regular third-party audits and publicly available monitoring reports. Another administrative safeguard introduced during project execution requires verification by Pune Police before contractor payments are processed. Officials indicated that work certification by the traffic police has become mandatory before outstanding bills are cleared, strengthening oversight of system performance.
As Pune continues to expand and vehicle ownership rises, experts believe digital traffic management should be integrated with broader urban mobility strategies rather than viewed as a standalone solution. Sustainable congestion reduction will require coordinated investments in mass transit, pedestrian infrastructure, cycling networks and demand management measures alongside intelligent traffic technologies. The ongoing debate surrounding the city’s smart traffic network underscores the importance of transparent performance evaluation. For rapidly growing urban centres, technology-led mobility projects will ultimately be judged not by investment figures but by measurable improvements in commuter experience, road safety and environmental outcomes.
