Pune Orders Stronger Safety Checks For School Transport
Pune is tightening oversight of school buses and vans after the district’s school bus safety committee directed operators to meet stricter requirements for surveillance, vehicle tracking and fire protection. The move comes amid continuing enforcement concerns around school transport, putting greater responsibility on schools and operators to ensure that children travel in vehicles that are both compliant and properly monitored.
The committee has directed that school buses and vans operating across Pune district have functioning CCTV cameras, vehicle location tracking systems and adequate fire-safety equipment. Non-compliant vehicles could face suspension or cancellation of their permits, increasing the financial and operational consequences for operators that fail to meet prescribed standards. Schools and transport providers have also been asked to use a common standard agreement for student transport arrangements. The contract will be made between the school and operator or between parents and the service provider, with the list of students using the vehicle attached to the agreement. The requirement could improve accountability by making it clearer who is responsible for a child during the daily journey between home and school. For parents, a documented transport arrangement also creates a clearer record of the vehicle, students and service provider involved.
The decision comes against a wider compliance challenge in Pune. Recent enforcement by the Regional Transport Office found that hundreds of school transport vehicles were operating without valid fitness certificates. In July, officials reported that 6,546 of 7,339 registered school buses had valid fitness certificates, leaving 793 without the required certification. Among registered school vans, 94 of 114 had valid certificates. Enforcement has also identified other safety violations. A recent inspection drive in Pimpri-Chinchwad examined 181 school vans and penalised 70 vehicles for breaches including problems linked to fitness, documentation and passenger capacity. The latest Pune school bus safety measures therefore shift the focus from paperwork alone to continuous monitoring. CCTV and location tracking can help establish what happened during an incident, while fire detection and emergency systems are intended to reduce risks when a vehicle develops a mechanical or electrical problem.
Maharashtra has separately strengthened its school transport framework through amended rules that require measures including vehicle location tracking, panic buttons, CCTV, fire detection systems, digital attendance and parent notifications. The rules also require CCTV footage to be retained for at least 30 days. For Pune, implementation will be as important as the rules themselves. Regular inspections, functioning equipment and transparent contracts will determine whether the Pune school bus safety push improves everyday journeys rather than simply adding another layer of compliance. With thousands of children travelling through increasingly congested urban corridors each day, safer school transport also has a wider planning value.
