The Pune Municipal Corporation has proposed a five-year bonus framework for about 18,000 officers, employees and workers, with the additional payment scheduled to rise from ₹27,000 in 2025-26 to ₹35,000 by 2029-30, according to information provided by Mayor Manjusha Nagpure.
The proposed Sanugraha Anudan, or bonus, would cover municipal officers and employees, daily-wage workers, teaching and non-teaching staff in the secondary and technical education departments, staff of the education board, and balwadi teachers and assistants. The arrangement is intended to apply for five financial years from 2025-26 to 2029-30.
Under the proposal, eligible employees would receive an additional amount along with 8.33% of the combined basic pay and dearness allowance under the revised pay structure. The additional payment is set at ₹27,000 for 2025-26, ₹29,000 for 2026-27, ₹31,000 for 2027-28, ₹33,000 for 2028-29 and ₹35,000 for 2029-30.
The proposal also seeks to change the eligibility rule for newly recruited employees. Previously, employees generally had to complete at least one year of service before being considered for the bonus. Under the proposed relaxation, new recruits who complete at least 180 days of actual work during the relevant financial year would be eligible for a payment proportionate to their attendance.
Employees joining before March 31 and completing the required number of working days would therefore be able to qualify under the proposed rule. Maternity leave, medical leave and other forms of leave would not count towards the 180-day requirement. Special medical leave resulting from an accident at work, however, would be counted as attendance.
Education service workers in the primary education department would receive an additional ₹10,000 along with 8.33% of their salary under the proposal. If the budget provision for the payment is insufficient, the municipal commissioner would be authorised to transfer funds from other budget provisions.
The proposed arrangement follows discussions with worker unions, with a five-year agreement expected to be signed. The civic administration has also sought approval to distribute the 2025-26 bonus before the agreement is completed.
The proposal is not yet a final administrative decision. It requires approval from the standing committee, the general body and the municipal commissioner before implementation. Those approvals will determine the final terms, funding arrangements and disbursement process for the municipal workforce.
