Pune Metro HCMTR Plans Need Better Coordination

Pune: The Pune Municipal Corporation (PMC) has initiated steps to align the city’s two largest urban mobility initiatives after identifying 12 potential intersections between the proposed High Capacity Mass Transit Route (HCMTR) and existing as well as planned Metro corridors. The move aims to prevent costly redesigns, repeated excavation and project delays while ensuring Pune’s expanding transport network develops through coordinated infrastructure planning.

The civic administration is preparing to formally communicate with Metro authorities, urging them to incorporate the alignment, elevation and engineering specifications of the HCMTR Project into the planning of all current and future Metro corridors. Officials believe early technical coordination is essential to avoid conflicts that could otherwise emerge during construction or after infrastructure has already been commissioned. The issue has gained significance as the state government recently accelerated implementation of the HCMTR through a dedicated high-level committee overseeing major transport projects, including underground tunnels and the Pune Inner Ring Road. The proposed HCMTR is envisioned as a 36-kilometre elevated transport corridor that will strengthen east-west and north-south connectivity while integrating Metro services, Bus Rapid Transit (BRT), multimodal transport hubs and key arterial roads.

According to preliminary technical assessments, around 12 locations have been identified where Metro infrastructure may intersect with the planned HCMTR Project. Urban planners warn that inadequate coordination at these junctions could necessitate structural modifications, utility relocation or engineering redesigns, increasing construction costs and extending project timelines.

Pune is currently witnessing simultaneous execution of multiple large-scale infrastructure projects, including Metro expansion, flyovers, highway upgrades and ring road development. Experts note that such overlapping investments require integrated planning rather than independent execution. Without coordinated engineering, newly completed roads or transport assets may require fresh excavation for utility shifting or structural alterations, resulting in avoidable expenditure and disruption for commuters. The proposed HCMTR is expected to improve connectivity across several densely populated neighbourhoods, including Bopodi, Aundh, Shivajinagar, Erandwane, Kothrud, Dattawadi, Parvati, Bibwewadi, Wanowrie, Hadapsar, Mundhwa, Kalyani Nagar, Yerawada and Kalas. By creating seamless connections between multiple transport modes, the corridor is intended to encourage greater public transport use, reduce dependence on private vehicles and improve mobility across the city. Urban mobility specialists believe integrated transport planning has become increasingly important for rapidly growing metropolitan areas. Coordinating infrastructure projects during the design stage can minimise public inconvenience, reduce environmental impacts associated with repeated construction and ensure more efficient utilisation of public investment.

As Pune advances several transformative mobility projects simultaneously, officials are expected to prioritise joint technical reviews between implementing agencies before construction progresses further. Infrastructure experts say proactive coordination will be critical to delivering a resilient, interconnected and future-ready transport network capable of supporting sustainable urban growth while safeguarding public resources and improving everyday commuting across the city.
