Pune: The Pune Regional Transport Office (RTO) has intensified enforcement of High Security Registration Plate (HSRP) regulations, issuing penalties to thousands of vehicle owners during the first half of July as authorities push for greater compliance among older vehicles. The initiative is aimed at strengthening road safety, improving vehicle traceability and supporting more secure transport governance across the city.

The latest HSRP Pune enforcement campaign focuses on vehicles registered before 1 April 2019, which are required to install tamper-resistant High Security Registration Plates under state transport regulations. Inspection teams have been deployed across key highways, major intersections and high-traffic corridors to identify non-compliant vehicles and initiate action under provisions of the Motor Vehicles Act. Transport officials reported that thousands of motorists have already been penalised since the beginning of July, signalling a stricter enforcement approach after several months of awareness campaigns and registration drives. Authorities have confirmed that inspections will continue in the coming weeks until compliance levels improve substantially. Administrative data also indicates steady public participation in the HSRP installation programme. More than 1.16 million vehicle owners under Pune’s MH-12 registration jurisdiction have placed orders or scheduled appointments for plate installation. Of these, over 9.5 lakh vehicles have already completed the fitment process, reflecting significant progress towards modernising the city’s vehicle identification system.

However, transport authorities acknowledge that a considerable number of registered vehicle owners have yet to complete installations despite booking appointments. Officials have urged motorists to finish the process promptly to avoid penalties and reduce congestion at authorised installation centres as enforcement becomes more widespread. The HSRP Pune initiative forms part of a broader effort to enhance vehicle security and improve law enforcement capabilities. High Security Registration Plates incorporate standardised specifications, tamper-proof locking mechanisms and unique identification features that make duplication or unauthorised replacement significantly more difficult than conventional number plates. Road safety experts note that uniform vehicle identification systems also strengthen urban mobility management by improving traffic enforcement, assisting criminal investigations and enabling faster identification of vehicles involved in accidents or violations.
