PMC To Conduct Comprehensive Bridge Structural Audit

In a significant step towards improving infrastructure safety, the Pune Municipal Corporation (PMC) has initiated a comprehensive structural audit of all city bridges and culverts. This comes after the PMC identified the urgent need for repairs on 38 river bridges across the city. With concerns over the safety of flyovers following cracks in the Hadapsar flyover pillars and bearings, the PMC’s decision to carry out a city-wide audit of bridges and culverts over nullahs, drains, and canals reflects the administration’s increasing commitment to urban safety.

In 2022, cracks in the Hadapsar flyover, one of the city’s key arterial routes, triggered alarms about the structural integrity of aging flyovers in Pune. The PMC swiftly responded by commissioning a structural study to evaluate the condition of all flyovers older than a decade. As a result, the city has taken a proactive stance in ensuring that urban infrastructure remains safe, reliable, and resilient, especially as the population continues to grow and the urban landscape changes.

Currently, the Mutha Left Canal, alongside other drains and streams, runs through the city, necessitating several small and large bridges and culverts to be constructed over them. Many of these structures have aged considerably, with some of them dating back decades. The urgency to assess their condition has grown, as signs of wear and tear could pose significant risks to public safety. According to Yuvraj Deshmukh, Chief Superintendent Engineer of PMC’s Project Department, routine inspections are not sufficient to detect potential weaknesses in the infrastructure. Therefore, a thorough structural audit will identify which bridges and culverts require immediate repairs, ensuring that traffic flow and public safety are not compromised.

Funding and Repair Delays: Addressing the Challenge

Despite the growing recognition of the problem, funding constraints have hindered progress on repairing the city’s dilapidated bridges. A report from two years ago highlighted that repairs on 27 river bridges had stalled due to a lack of sufficient funds. At that time, the PMC allocated only ₹15 crore, significantly short of the ₹35 crore estimated as necessary to complete all repairs. As a result, only 11 of the most critical bridges received repairs, while work on the remaining 27 was deferred.

The incomplete repairs serve as a stark reminder of the challenges faced by municipal bodies in maintaining aging infrastructure amidst rising costs and financial limitations. However, with the launch of this new city-wide audit, the PMC hopes to ensure that repairs will be carried out in phases, prioritising the most critical bridges and culverts. Given the financial constraints, the audit’s findings will allow the PMC to adopt a more strategic approach, allocating resources to ensure maximum public safety.

Environmental and Sustainability Considerations

While the focus on safety is the immediate priority, the structural audit also provides an opportunity to assess the environmental sustainability of Pune’s urban infrastructure. The bridges and culverts over various water bodies in the city—such as drains, streams, and canals—are not only essential for transport but also play a critical role in managing the natural flow of water. An audit of these structures will allow the PMC to evaluate their impact on water systems, ensuring that repairs and replacements do not compromise the environment.

From a sustainability perspective, green building practices and eco-friendly materials will need to be considered during repairs or replacements. Additionally, reducing traffic congestion through better infrastructure planning will lead to lower carbon emissions and improve air quality in the long run. The need for sustainable urban planning is evident as the city continues to expand, and such initiatives will go a long way in ensuring that Pune’s infrastructure is future-proof and aligned with broader environmental goals.
