Pawana Dam Rehabilitation Deadline Ends With Farmers Still Waiting

The October 22 deadline for resolving the long-pending rehabilitation issues of farmers affected by the Pawana Dam has expired without publicly clear details of any final government decision, according to a report by Lokmat – Pune. The development has renewed uncertainty among affected families in Maval taluka, who are seeking action on land acquisition, compensation, rehabilitation and basic facilities in resettled villages.

The deadline followed a written assurance from the Maharashtra Chief Minister’s Office after farmers planned a protest warning of a water-related action on October 2. The agitation was being prepared under the leadership of Raju Shetti of the Swabhimani Shetkari Sanghatana. It was suspended after the assurance, while the organisation warned that the protest would be intensified if the demands were not addressed by October 22.

With that deadline now over, affected farmer organisations are seeking clarity on what steps the government has taken. Questions remain over whether a meeting of the departments concerned was held, whether a decision was reached on rehabilitation and when any approved measures will be implemented. The report does not provide details of a fresh government order or a publicly announced implementation schedule.

The rehabilitation dispute dates back more than five decades, according to claims by organisations representing Pawana Dam-affected families. Farmers who gave up land for the dam are seeking action on several linked issues, including land acquisition, compensation, rehabilitation of eligible account holders, inheritance rights and essential infrastructure in resettled villages.

The affected organisations say that repeated follow-up over the years has not resolved the demands. The dispute therefore involves more than a single compensation decision. It also concerns how eligibility is determined across generations, how the rights of legal heirs are recognised and whether settlements created after a major water infrastructure project have received the facilities required for functioning communities.

The farmers have also maintained their opposition to the Pawana closed water pipeline project unless their rehabilitation and other pending demands are resolved. The position links the operation or expansion of water infrastructure to the unresolved obligations towards families whose land was acquired for the Pawana Dam.

The issue carries a sensitive protest history. The report states that three farmers died during an agitation in 2011. That history has made the demand for a clear rehabilitation decision and a defined government position on the closed pipeline particularly significant for local stakeholders.

For residents and institutions in the Maval region, the immediate question is what follows the expired deadline. The affected organisations are expected to decide their next course of action after assessing whether the written assurance has produced any administrative decision. The government’s response, including details of departmental meetings, rehabilitation orders and implementation dates, will determine whether the latest assurance leads to a settlement or another round of mobilisation.
