Odisha Projects Worth ₹39,383 Crore Set to Drive 42,500 Jobs

Odisha Chief Minister Mohan Charan Majhi is set to lay foundation stones for and inaugurate 46 projects worth ₹39,383 crore at a ceremony in Kalinganagar, Jajpur district, with the investments expected to generate around 42,500 jobs across the state.

The projects span 14 districts: Angul, Bargarh, Balasore, Boudh, Cuttack, Dhenkanal, Jajpur, Jagatsinghpur, Keonjhar, Khurda, Mayurbhanj, Puri, Sambalpur and Sundargarh. They cover steel and metals, chemicals, renewable energy, food processing, biofuels, textiles and apparel, electronics and IT services, logistics and warehousing, tourism and hospitality, industrial gases, infrastructure, rubber and plastics, shipbuilding and repair, energy storage, refractories, circular economy and healthcare.

According to officials, the projects are intended to expand Odisha’s manufacturing base, encourage value addition and create opportunities for local suppliers, micro, small and medium enterprises and entrepreneurs. In addition to direct industrial employment, the investments are expected to support jobs in construction, transport, logistics and other allied activities.

The Kalinganagar event will combine project groundbreakings with inaugurations. Officials said this reflects two stages of industrial development: groundbreakings mark the start of project execution and the creation of new capacity, while inaugurations indicate that facilities are ready to begin production and economic activity.

The programme will also include roundtable discussions and one-on-one meetings with industry representatives. These sessions are expected to review implementation, address investor concerns and examine further opportunities for industrial expansion in Odisha.

The announcement comes after the state’s investment promotion efforts under the Utkarsh Odisha-Make in Odisha Conclave 2025 and subsequent investor outreach programmes in India and overseas. The state government has been seeking to move from investment commitments to projects that are physically executed and commissioned.

Officials said that, under the Majhi government, 116 projects have so far been grounded and 35 others inaugurated. Together, the 151 projects represent investments of ₹3.11 lakh crore and have the potential to generate employment for more than 2.4 lakh people, according to the officials cited in the report.

Industries minister Sampad Chandra Swain said the government’s priority was not only to attract investment but also to ensure that it translated into jobs, livelihoods and tangible economic benefits. “Through sustained investor engagement and effective project facilitation, we are working to strengthen Odisha’s industrial ecosystem and ensure that the benefits of growth reach our people,” he said.

Hemant Sharma, additional chief secretary, industries, said the effectiveness of investment promotion would depend on implementation. “We are focused on facilitating projects, addressing investor requirements and strengthening coordination so that investments can contribute to industrial capacity, employment and local economic development,” he said.

The projects’ progress, commissioning schedules and eventual employment generation will determine how far the announced investments translate into economic activity across the participating districts. The Kalinganagar ceremony is scheduled to mark the next stage of the state’s industrial expansion programme.
