NHPC Ensures Robust Safety Measures for Arunachal Hydro Projects

Amidst concerns raised by the Glacial Lake Outburst Flood (GLOF) incident in Teesta Valley in October 2023, the National Hydroelectric Power Corporation (NHPC) has issued a press release affirming the safety of its mega hydro projects in Arunachal Pradesh. The statement responds to growing apprehensions and underscores NHPC’s commitment to safety protocols.

The Teesta Valley incident triggered a comprehensive re-evaluation of dam safety protocols across the region. However, NHPC highlights significant technical disparities between the Teesta Basin and the areas where their projects are situated in Arunachal Pradesh. The corporation assures the public that the safety measures implemented are tailored to the unique characteristics of each region. NHPC emphasises that glacial lakes in Subansiri, Siang, and Dibang river catchments in Arunachal Pradesh are predominantly located in distant Chinese territories, minimising the potential threat of GLOF-induced floods to NHPC projects. The topographic and catchment variances between Arunachal Pradesh and the Teesta Basin further mitigate the risk of similar events.

A detailed analysis conducted by NHPC underscores several key factors contributing to the safety of their projects in Arunachal Pradesh. Remote glacial lake locations, gentle river slopes, and substantial reservoir capacities collectively ensure effective flood attenuation and absorption. Additionally, the corporation points out that all proposed dams in these regions are concrete structures, inherently resilient against potential failure. NHPC provides basin-wise project details, showcasing the robustness of safety measures implemented across various projects, including the Subansiri Upper Project (SUP), Subansiri Lower Project (SLP), Kamla HE Project (KHEP), Siang Upper dam, and Dibang dam. These projects demonstrate a high level of resilience against potential GLOF events.
