Shiv Sena Shinde faction district chief and Navi Mumbai councillor Kishor Patkar said he did not oppose the idea of studying urban management practices abroad. His objection, according to the report, is to financing the visit through the municipal corporation’s funds.
“An study tour should take place, but not with public money; go at your own expense,” Patkar said, according to the report. He also demanded that the proposed Rs 28 lakh allocation be redirected towards the welfare of farmers affected by drought.
Patkar linked the controversy to the wider situation in Maharashtra, where drought conditions have created difficulties for farmers. He argued that the timing of an overseas municipal tour required greater scrutiny while the chief minister and deputy chief minister were reviewing the state’s situation.
The dispute places the proposed expenditure within a broader municipal governance question: what process should determine whether an overseas study visit delivers sufficient public value to justify spending from a civic budget.
