Authorities are also advancing plans for a large desalination facility along the western coastline, designed to diversify water sources and reduce dependence on rainfall-fed reservoirs. While energy consumption and operating costs remain key considerations, experts argue that desalination can provide an additional layer of supply security when integrated with conservation and demand-management measures. During committee deliberations, elected representatives sought greater clarity on the appointment of external consultants and the costs associated with technical advisory services. The debate reflects growing public scrutiny over how large infrastructure projects are planned, managed and financed. Water experts point out that specialised projects often require multidisciplinary expertise spanning civil engineering, digital monitoring systems, environmental assessment and long-term asset management. However, transparency in procurement and consultant engagement remains critical to maintaining public confidence in major public investments. The proposed programme arrives at a time when water security is emerging as a defining urban challenge across India. Climate variability, changing rainfall patterns and rapid urbanisation are forcing cities to rethink traditional supply models and invest in more resilient systems capable of supporting economic growth while safeguarding essential services.
