Mumbai Water Metro Plans Reshape Coastal Transport

Mumbai is moving towards a major expansion of its urban transport network with plans to develop an extensive Mumbai Water Metro system designed to connect the metropolitan region through inland and coastal waterways. With a proposed investment of more than ₹6,000 crore, the project signals Maharashtra’s ambition to diversify mobility options while reducing pressure on overcrowded road and suburban rail networks in one of the world’s most densely populated cities. The proposed network is expected to span approximately 340 kilometres through 33 routes linked by 44 passenger terminals. State authorities have outlined a long-term vision in which electric and hybrid-powered vessels become a central feature of daily commuting, positioning water-based mobility as an integral component of Mumbai’s multimodal transport ecosystem rather than a niche ferry service.

As part of preparations for the project, the Maharashtra Maritime Board has entered into an agreement with a private marine technology firm to support the development of vessels and establish a dedicated manufacturing facility in Sindhudurg district. The proposed shipbuilding unit is expected to manufacture environmentally sustainable boats for the network while contributing to regional industrial investment and employment opportunities beyond the Mumbai Metropolitan Region. Transport economists believe the Mumbai Water Metro has the potential to reshape commuting patterns if integrated effectively with metro rail, suburban rail, bus services and last-mile transport. By improving connections across creeks, bays and coastal corridors, the network could shorten travel times on selected routes while creating greater resilience within the city’s transport infrastructure during periods of congestion or weather-related disruption. The project also reflects a broader global shift towards low-emission urban mobility. Electric and hybrid passenger vessels can reduce operational emissions compared with conventional marine transport, particularly when combined with cleaner energy sources and modern port infrastructure.

Urban planners note, however, that environmental benefits will depend on careful planning of terminal locations, water quality protection, ecological safeguards and seamless interchange with land-based transport systems. Government estimates indicate that the network could eventually serve around 75 million passenger journeys annually after full implementation, with completion targeted by the beginning of the next decade. Such passenger volumes would place Mumbai among the world’s largest cities operating an integrated urban water transport network, provided construction progresses according to schedule and demand projections are realised. Beyond mobility, the initiative carries implications for waterfront regeneration, regional manufacturing and climate-responsive infrastructure planning. Experts argue that investments in water transport should be accompanied by resilient coastal infrastructure, flood-adaptive terminal design and inclusive access to ensure benefits are shared across communities rather than concentrated in high-demand commercial corridors.

As Mumbai continues to confront rising travel demand and climate-related urban challenges, the Mumbai Water Metro represents an opportunity to diversify the city’s transport mix. Its long-term success, however, will depend on integrated planning, environmental stewardship and sustained investment that aligns economic growth with sustainable urban development.
