Mumbai Tree Safety Plan Targets Infrastructure Risks
During infrastructure works could undergo a significant policy shift after a civic review panel proposed stricter accountability measures following a series of fatal tree collapse incidents. The recommendations seek to integrate scientific assessment, engineering oversight and community participation into routine civic projects, highlighting the growing challenge of balancing infrastructure expansion with climate resilience and public safety in India’s financial capital. The committee, constituted by the Brihanmumbai Municipal Corporation (BMC) after recent tree-fall tragedies, has recommended that every future civic infrastructure contract include mandatory provisions assigning responsibility for safeguarding trees to both executing contractors and the concerned municipal departments. The move is intended to address recurring concerns that excavation, road widening and utility installation frequently damage root systems without adequate monitoring.
The proposals also call for scientific evaluation of underground root zones before road construction or utility-laying activities begin. Urban forestry specialists have long argued that visible tree health alone cannot indicate structural stability, particularly in dense cities where underground infrastructure often competes with natural root networks. By assessing root conditions before excavation, civic authorities could reduce the likelihood of weakening mature trees that provide vital environmental services while also posing safety risks if destabilised. Another recommendation seeks to formally involve arborists and tree surgeons during project execution so that construction methods can be modified wherever tree health is likely to be compromised. Urban planners say this represents a shift from reactive tree management towards preventive asset management, recognising trees as essential components of city infrastructure rather than obstacles to development. The committee has also proposed a citizen engagement initiative under a programme tentatively titled Vriksha Mitra, encouraging residents, institutions and volunteer groups to help monitor the condition of neighbourhood trees. Similar community-based urban forestry initiatives in other Indian cities have demonstrated that public reporting can strengthen municipal surveillance while improving awareness of long-term tree conservation.
The urgency behind the proposed reforms is reflected in recent civic data. Between October 2023 and March 2026, the municipal Tree Authority issued 428 notices to agencies for damaging tree roots, while inspections identified root damage in more than 2,600 trees during concreting and excavation works. These figures underline the scale of the challenge facing a city where rapid infrastructure upgrades increasingly intersect with ageing urban greenery. A preliminary investigation into a fatal tree collapse in Chembur indicated that although side roots remained intact, the central root system had significantly weakened. Municipal records also suggest that concerns regarding excavation practices around trees at the location had been raised before the incident, reinforcing calls for stronger engineering safeguards and interdepartmental coordination.
The Tree Safety Plan gains added significance as Mumbai records a sharp increase in tree-fall incidents during the current monsoon, with nearly 1,200 cases reported in the first week of July alone—already exceeding the previous year’s seasonal total by around 30 per cent. Experts believe the proposed reforms could strengthen climate resilience by preserving healthy urban tree cover while reducing avoidable public safety risks. The effectiveness of the Tree Safety Plan, however, will ultimately depend on consistent enforcement, scientific monitoring and accountability across every stage of civic infrastructure delivery.
