Mumbai’s efforts to strengthen pedestrian infrastructure have taken a significant step forward with the initiation of a procurement process for roofing a major elevated walkway in Santacruz East. The proposed upgrade aims to transform a heavily used but weather-exposed corridor into a more reliable all-season mobility route, reflecting a broader shift towards climate-responsive urban infrastructure in the city. The project focuses on the 1.2-kilometre elevated pedestrian link connecting the Western Express Highway corridor with the Vakola neighbourhood. While the skywalk has served thousands of daily commuters by separating foot traffic from congested roadways below, the absence of weather protection has limited its effectiveness during periods of intense heat and heavy rainfall.

Urban mobility experts have long argued that infrastructure cannot be considered pedestrian-friendly solely because it exists. Its usability throughout the year is equally important. In Mumbai, where prolonged monsoon conditions and rising summer temperatures increasingly influence travel behaviour, uncovered pedestrian facilities often witness reduced usage despite their strategic location. The planned intervention is expected to improve comfort and safety for residents, students, workers and public transport users who rely on the route for daily movement. By creating a sheltered environment, civic authorities hope to encourage greater use of walking infrastructure, reducing dependence on short motorised trips and supporting more sustainable travel patterns. Transport planners note that pedestrian infrastructure remains one of the most cost-effective investments in urban mobility. Covered walkways can improve accessibility to railway stations, bus routes and commercial districts while enhancing last-mile connectivity. Such improvements become particularly important in densely populated suburban corridors where road congestion and limited public space create mobility challenges.

The proposal also reflects changing priorities in infrastructure design. Across global cities, climate adaptation measures are increasingly being integrated into transport projects. Features such as shaded pathways, weather-resistant materials and improved drainage systems are now viewed as essential components of resilient urban infrastructure rather than optional additions. Residents in the Santacruz-Vakola corridor have consistently highlighted the need for protection from rain and extreme weather conditions, especially for senior citizens, children and people with mobility challenges. Urban designers suggest that pedestrian facilities must accommodate diverse users if cities are to achieve genuinely inclusive mobility goals. The Covered Skywalk Project could also offer lessons for similar structures across Mumbai. Several elevated pedestrian corridors built over the past two decades face challenges related to maintenance, accessibility and user experience. Upgrading existing infrastructure rather than constructing entirely new assets is increasingly seen as a resource-efficient approach that maximises public investment.

As the project moves towards execution, attention will turn to construction timelines, design quality and long-term maintenance arrangements. If delivered effectively, the Covered Skywalk Project may strengthen confidence in pedestrian-first planning and demonstrate how relatively modest interventions can improve daily urban life while supporting a more climate-resilient and walkable Mumbai.
