Mumbai Pothole Complaints Expose Gaps In Road Upgrades
Mumbai’s road network is facing another monsoon stress test, with 8,032 pothole complaints recorded between 10 June and 20 August. Although the civic body says most cases have been addressed and completed concrete roads are performing better, the numbers highlight a transition challenge: large parts of the older bituminous network remain exposed to rain damage while the city undertakes a ₹17,000-crore road concretisation programme. The complaints were spread across all 26 civic wards, with eastern suburban areas registering the highest volumes. Bhandup’s S ward reported 471 cases, while M/East, covering Govandi, Deonar and Mankhurd, recorded 461. Chembur and Tilak Nagar also saw substantial complaints, while the island city’s A ward recorded 61.
More than 5,000 complaints came through the My BMC Marg platform, with additional cases reported through WhatsApp and X. The civic body says 7,829 complaints had been resolved by 20 August, indicating a high response rate even as fresh road defects continue to emerge during the rainy season. The Mumbai pothole complaints also underline the uneven geography of the city’s road upgrade programme. Launched in 2022, the ₹17,000-crore initiative targets more than 700 km of roads for conversion to concrete. Civic data available before the monsoon showed 475 km fully concretised and another 101.91 km partially completed. A senior civic official has maintained that the severity of road damage has eased compared with previous years, pointing to lower requirements for mastic, the asphalt-based material commonly used for temporary pothole repairs. The BMC has deployed 65 mastic cookers across its wards this monsoon.
However, Mumbai pothole complaints cannot be viewed only as a maintenance issue. Repeated patching consumes civic resources, disrupts traffic and can increase risks for pedestrians, cyclists, two-wheeler users and public transport. Road depressions created around recently excavated utility trenches add another layer of vulnerability as underground water, drainage, power, gas and telecom networks require regular access. The long-term value of concretisation will therefore depend not simply on how quickly roads are resurfaced, but on whether utility coordination, drainage and construction quality are managed alongside it. Concrete can reduce recurring rain-related deterioration, but poorly coordinated excavation can recreate road defects.
For Mumbai, the next phase is less about eliminating every pothole overnight and more about completing unfinished corridors without creating new infrastructure conflicts. A durable road network will require maintenance systems and utility planning to progress alongside capital-intensive reconstruction.
