Mumbai Parks Management Plan Pushes Digital Governance
A new urban planning proposal is calling for Mumbai to adopt a digital governance framework for protecting parks and public open spaces, including a citizen reporting application and a dedicated oversight mechanism. The recommendations aim to strengthen long-term management of the city’s shrinking green assets by combining technology, community participation and coordinated institutional action. The recommendations form part of a comprehensive strategy prepared by urban planning researchers, who argue that while Mumbai’s Development Plan earmarks land for gardens, playgrounds and recreational areas, it lacks a structured mechanism to monitor their condition, prevent encroachments and ensure consistent maintenance after land has been reserved.
Central to the proposal is a city-wide public open space management platform that would allow residents to report damaged infrastructure, illegal occupation of land, poor maintenance, broken amenities and other issues affecting parks through a mobile application. The information would feed into a central monitoring system, enabling civic agencies to respond more quickly while creating a transparent record of complaints and their resolution. Urban governance experts involved in the study also recommend establishing a stakeholder coordination framework that clearly assigns responsibility for different categories of issues to the relevant government departments. Such a system would help overcome one of Mumbai’s longstanding governance challenges, where ownership and management of public spaces are divided among multiple agencies with overlapping jurisdictions. The report further proposes linking citizen feedback with project prioritisation and funding decisions. Under this approach, improvement works identified through the public open space management system could receive financial support from municipal budgets as well as external sources such as Corporate Social Responsibility (CSR) initiatives and elected representatives’ local development funds. Urban planners suggest that directing investment through evidence-based data could improve transparency and ensure limited resources are allocated to areas of greatest public need.
Another significant recommendation is the creation of a multidisciplinary Oversight Cell responsible for large public open spaces exceeding 4,000 square metres. The proposed body would oversee ecological conservation, long-term maintenance, landscape management and implementation of a city-wide strategy that integrates environmental resilience with public accessibility. The proposal comes at a time when Mumbai is increasingly embracing digital governance tools for civic services. Recent technology-led initiatives for public safety and citizen reporting have demonstrated how mobile-based platforms can strengthen communication between residents and municipal authorities. Planning specialists believe extending similar digital systems to parks and open spaces could improve accountability while encouraging greater community stewardship of shared urban assets. For a rapidly growing metropolis with limited per-capita open space, the recommendations carry broader significance beyond maintenance alone. Accessible parks contribute to climate resilience by reducing urban heat, improving biodiversity, supporting stormwater absorption and enhancing public health through recreation and social interaction.
As Mumbai continues to balance redevelopment with environmental sustainability, experts argue that protecting existing green spaces requires governance systems that extend beyond land reservation.
