Civic authorities have initiated a city-wide effort to restore hundreds of traditional open wells on municipal land, positioning them as supplementary sources for non-potable use as the financial capital confronts increasing pressure on its water infrastructure. The decision comes at a critical moment for the metropolis, with available water reserves in the city’s seven reservoir system falling to just over 12 per cent of total storage capacity. Although the situation remains less severe than in some recent years, the combination of a sluggish monsoon onset and climate uncertainties has prompted the administration to adopt precautionary measures aimed at strengthening open well revival initiatives across all municipal wards.

Under the proposed strategy, local administrative units have been asked to identify existing wells, undertake desilting and cleaning operations, and facilitate rainwater recharge interventions before substantial precipitation arrives. Officials have indicated that water extracted from these sources would be designated for secondary applications such as gardening, cleaning and other non-drinking purposes, thereby reducing pressure on treated municipal supplies. Urban water specialists argue that open well revival represents more than an emergency response. Across Indian cities, traditional groundwater structures are increasingly being recognised as valuable components of decentralised water systems capable of improving climate resilience. By capturing rainwater locally and enhancing groundwater recharge, restored wells can complement large-scale reservoir networks that remain vulnerable to changing rainfall patterns.

The urgency surrounding the initiative has intensified following recent disruptions within the private tanker sector, exposing the extent to which residential complexes, construction activities and commercial establishments have become dependent on alternative water sources during periods of supply stress. Such dependencies raise broader questions about the long-term sustainability and equity of urban water distribution systems. Data released by civic authorities indicate that one of Mumbai’s reservoir sources has already exhausted its usable storage, while several others continue to register below-optimal levels. Meteorological assessments have linked the delayed advance of the southwest monsoon to prevailing atmospheric conditions, with limited rainfall recorded in key catchment areas that feed the city’s water supply network. Environmental planners note that restoring traditional infrastructure could offer multiple co-benefits if integrated into a wider urban water strategy. Alongside reservoir management, measures such as rainwater harvesting, wastewater recycling and demand-side conservation are increasingly viewed as essential for building adaptive and resource-efficient cities.

For Mumbai, the renewed focus on open well revival reflects a broader shift towards blending historical wisdom with contemporary planning challenges. As climate variability reshapes urban water security, the effectiveness of such interventions will depend on sustained maintenance, community participation and the ability to embed resilience into everyday civic governance rather than relying solely on crisis-driven responses.
