Mumbai Offshore Airport Plan Advances Regional Connectivity
Maharashtra has taken another step towards evaluating a proposed offshore international airport near Kore in Palghar district, with the state airport development agency initiating the search for consultants to undertake a comprehensive techno-economic feasibility assessment. The exercise will determine whether the ambitious aviation project can meet the Mumbai Metropolitan Region’s future passenger and cargo demands while balancing infrastructure expansion with environmental and financial viability. The proposed Mumbai Offshore Airport is envisioned as a greenfield aviation hub intended to complement the region’s expanding airport network as air traffic continues to rise over the coming decades. Authorities have invited bids from consultants to prepare a detailed technical and economic assessment, alongside supporting the subsequent project procurement process. Bid submissions are expected to be evaluated in early September.
The latest development follows an earlier site assessment that identified Kore, near the proposed Vadhavan Port corridor, as the preferred location for further evaluation. The forthcoming study will examine engineering feasibility, projected passenger demand, construction requirements, financial sustainability, environmental considerations and long-term operational viability before any final investment decisions are made. Urban infrastructure experts view the Mumbai Offshore Airport as part of a broader strategy to diversify aviation capacity beyond the city’s existing airports. With the Mumbai Metropolitan Region expected to witness sustained population growth, rising business travel and increasing air cargo volumes, planners argue that long-term airport planning must anticipate future demand rather than respond after infrastructure reaches capacity.
Transport connectivity is expected to play a central role in the project’s viability. Preliminary plans envisage direct links through an extension of the proposed Uttan–Virar Sea Link, alongside road access to the Vadodara–Mumbai Expressway and National Highway 48. Authorities are also evaluating integration with the Western Dedicated Freight Corridor, potentially strengthening multimodal logistics by improving cargo movement between ports, industrial clusters and aviation facilities. Urban economists note that improved airport connectivity can stimulate regional investment, employment generation and commercial development across northern parts of the Mumbai Metropolitan Region. However, they caution that such large-scale infrastructure must be supported by coordinated land-use planning, efficient public transport integration and transparent environmental assessment to avoid unsustainable urban expansion. Given the offshore location and proximity to ecologically sensitive coastal areas, environmental experts emphasise that the feasibility study should carefully assess potential impacts on marine ecosystems, coastal hydrology, biodiversity and nearby communities. Climate resilience, flood vulnerability and long-term sea-level rise should also form part of the project’s technical evaluation to ensure infrastructure remains sustainable over its operational lifespan.
At this stage, the airport remains a proposal undergoing technical scrutiny rather than an approved construction project. The findings of the feasibility study will shape future decisions on design, investment and implementation. For Mumbai’s growing metropolitan economy, the project represents an opportunity to strengthen regional aviation capacity, but its long-term success will ultimately depend on balancing economic ambition with ecological protection, resilient infrastructure planning and responsible urban development.
