The future of Mumbai mangroves came under renewed judicial scrutiny as the Bombay High Court questioned whether infrastructure expansion can continue without stronger safeguards for fragile coastal ecosystems. Hearing a petition linked to a power transmission corridor supporting the Mumbai–Ahmedabad High-Speed Rail project, the court highlighted concerns over the long-term survival of compensatory plantations, signalling that ecological restoration must be measured by outcomes rather than paperwork. The case centres on a proposal seeking approval to remove 847 mangrove trees for a 13.06-kilometre, 132-kV transmission line in Palghar district. The project requires the diversion of 3.35 hectares of forest land, including nearly 1.97 hectares of mangrove habitat, to facilitate electricity infrastructure associated with the high-speed rail corridor.
During the proceedings, the Bench expressed concern that compensatory afforestation often fails to achieve its intended environmental purpose because newly planted trees are not adequately monitored after planting. The judges indicated that replacing mangroves elsewhere cannot fully compensate for the ecological functions lost in the original location, particularly where sensitive coastal habitats are involved. The State informed the court that degraded forest land within the same region would be identified for compensatory plantation instead of selecting distant locations. However, officials acknowledged that identifying suitable land and implementing restoration measures would require additional time. The debate extends beyond a single infrastructure proposal. Mumbai mangroves play a critical role in protecting the metropolitan region against tidal flooding, coastal erosion and storm surges while supporting biodiversity and improving air quality. They also function as significant carbon sinks, making them increasingly valuable as cities seek to strengthen resilience against climate change.
Environmental planners argue that compensatory afforestation should focus not only on the number of trees planted but also on survival rates, habitat quality and ecological continuity. Planting saplings in areas that already possess substantial forest cover or failing to ensure long-term maintenance may deliver limited environmental benefits while masking irreversible habitat loss elsewhere. The proceedings also revisit the broader legal framework governing mangrove conservation. Since a landmark judicial direction issued in 2018, projects involving mangrove removal have required prior approval from the High Court, reflecting recognition of these ecosystems as critical natural infrastructure rather than vacant land available for development. The transmission utility has maintained that alternative alignments were examined before selecting the present route, stating that the chosen alignment would minimise ecological disturbance while supporting strategic transport infrastructure. Even so, the case illustrates the increasingly complex balance between accelerating infrastructure delivery and safeguarding environmentally sensitive landscapes.
As Mumbai and the wider metropolitan region continue investing in large-scale transport and utility networks, experts suggest that future planning will need to integrate biodiversity conservation much earlier in project design. Strengthening ecological assessments, improving post-plantation monitoring and protecting existing Mumbai mangroves could prove as important to long-term urban resilience as the infrastructure projects themselves, ensuring that economic development does not come at the cost of natural systems that protect the city.
