Mumbai’s civic administration is preparing to assume maintenance responsibility for dozens of major flyovers, underpasses and transport structures previously managed by a state infrastructure agency, in a move aimed at reducing recurring monsoon road failures and improving accountability across the city’s fragmented road network. The proposed transfer covers 41 transport structures across Mumbai, including several critical flyovers and pedestrian facilities that form part of heavily used commuter corridors. Urban governance experts say the decision could reshape how road maintenance is coordinated in India’s financial capital, where overlapping jurisdiction between multiple agencies has long complicated infrastructure management and delayed repairs.
The issue gained urgency after repeated complaints over deteriorating road surfaces and potholes on elevated corridors during recent monsoon seasons. Public frustration intensified when traffic disruptions on a key western suburban flyover exposed uncertainty over which authority was responsible for maintenance and emergency repair works. The episode renewed scrutiny over how Mumbai’s transport infrastructure is governed despite billions being invested in mobility upgrades and redevelopment projects. According to officials familiar with the transition plan, many of the structures identified for transfer require urgent rehabilitation, particularly road surfacing and drainage-related improvements. Several flyovers included in the proposal connect major arterial routes carrying daily commuter and freight traffic across the metropolitan region. The civic administration’s move is part of a broader effort to create a unified urban road maintenance system after previously taking operational control of the city’s express highway corridors from another regional planning authority. However, portions of elevated infrastructure remained under separate ownership, creating gaps in maintenance oversight and public communication.
Urban planners note that fragmented infrastructure governance has wider implications beyond commuter inconvenience. Poorly maintained flyovers and waterlogged road surfaces contribute to traffic congestion, increased fuel consumption and higher vehicular emissions, undermining Mumbai’s climate resilience goals and efforts to improve urban mobility efficiency. Officials indicated that an existing private maintenance contract covering these structures will continue until 2029, with financial obligations expected to remain with the original agency during the transition period. The civic body is reportedly working on a mechanism to calculate projected maintenance expenditure for the remaining contract duration before operational responsibility is fully consolidated. The transfer also includes future control over advertisement rights linked to flyovers and bridges, which are considered an important non-tax revenue source for infrastructure agencies. Industry observers say bringing both maintenance and revenue administration under a single authority could improve financial planning for long-term infrastructure upkeep. Transport policy specialists argue that Mumbai’s ageing flyover network requires more than periodic resurfacing. They emphasise the need for preventive maintenance systems, structural health monitoring and climate-adaptive engineering standards as rainfall intensity and urban flooding risks increase across the metropolitan region.
For commuters, the immediate expectation is simpler accountability. For the city administration, the larger challenge will be whether centralised oversight can translate into safer, more durable and climate-resilient transport infrastructure in one of the world’s most densely populated urban regions.
