Mumbai BEST Clears Path For More Electric Buses

Mumbai’s public transport capacity is set for another incremental expansion after BEST approved a revised operating payment for 150 air-conditioned double-decker electric buses that had remained stalled under an existing procurement contract. The decision removes a commercial hurdle to further deliveries and could add much-needed high-capacity vehicles to the city’s crowded bus network. The BEST committee approved an increase of ₹3.65 per kilometre in the Gross Cost Contract rate, taking the operating payment to ₹60.25 per kilometre. The revised arrangement will be incorporated into the existing contract covering the remaining buses.

The procurement originally covered 200 electric double-deckers, of which 50 have already entered the fleet. Delivery of the remaining 150 vehicles was delayed by disagreement over the operating economics of the contract. The latest decision allows the programme to move forward without reopening the entire procurement. A significant part of the revised payment relates to vehicle safety. Of the ₹3.65 increase, ₹2.87 per kilometre is linked to expenditure associated with an Electronic Vehicle Stability Control system, while ₹0.78 per kilometre is intended to cover its maintenance. The BEST electric buses will operate under a 12-year contract. For the transport undertaking, that creates a longer-term financial commitment at a time when its finances remain under pressure. The additional operating cost therefore needs to be weighed against the capacity and service benefits generated by the vehicles.

The double-decker format is particularly relevant to Mumbai because it can move more passengers within constrained road space than a conventional single-deck bus. That makes deployment on high-demand corridors potentially more useful than simply increasing vehicle numbers. The impact, however, will depend on route allocation, frequency, charging arrangements and fleet availability. The BEST electric buses also form part of the city’s broader shift away from diesel-powered public transport. Electrification can reduce tailpipe emissions and local air pollution, particularly on heavily trafficked urban routes. Its climate benefit is stronger when vehicles are used intensively and supported by efficient charging and maintenance systems. Transport planners say the financial structure of electric bus contracts deserves as much attention as the technology itself. Gross-cost contracts place substantial operating responsibilities with private suppliers, while the public authority remains responsible for ensuring that payments translate into reliable service. Delays caused by rate disputes can undermine the value of otherwise viable fleet expansion.

For passengers, the immediate question is when the additional buses will actually appear on Mumbai’s roads and which corridors will receive them. Higher-capacity electric buses can improve comfort and reduce emissions, but only if deployment is matched with dependable scheduling and adequate supporting infrastructure. The latest approval removes one obstacle. The next test is whether BEST and its operating partner can convert the revised commercial arrangement into timely deliveries and consistent daily service.
