Mumbai BEST Approves New Electric Bus Expansion

Mumbai’s public transport network is set for another electric-bus expansion after the BEST Committee approved 150 air-conditioned electric double-decker buses. The decision comes as the city seeks to increase bus capacity while reducing emissions from urban transport. The move could add substantial passenger-carrying capacity to busy corridors, but its impact will depend on deployment, charging infrastructure and the ability of BEST to maintain reliable services. The BEST electric buses will combine battery-powered propulsion with double-decker layouts, allowing more passengers to be carried within limited road space. Air conditioning also addresses a practical challenge in Mumbai, where high temperatures and humidity can make long surface journeys uncomfortable.

The approval is part of BEST’s broader transition towards electric mobility. The undertaking has been increasing its electric fleet while attempting to modernise services and respond to sustained demand for affordable public transport. For Mumbai, the significance extends beyond replacing diesel vehicles. Buses remain essential for neighbourhoods that do not have direct access to suburban rail or Metro corridors. They also provide flexible connections to railway stations, metro stops, employment districts and residential areas. The BEST electric buses could therefore help strengthen the city’s wider public transport network if they are assigned to routes where passenger demand is consistently high. Double-deckers can offer greater capacity without requiring additional road space, making them particularly relevant on heavily travelled corridors.

However, electrification introduces its own infrastructure requirements. Charging depots need adequate electrical capacity, space and operational planning. Fleet scheduling must also account for charging time and battery range. A senior transport planner noted that the environmental benefits of electric buses are strongest when vehicles are well utilised and supported by dependable charging and maintenance systems. There is also a financial dimension. Electric buses generally require higher upfront investment than conventional diesel models, even though their operating costs can be lower over their useful life. For a public transport undertaking, the business case depends on vehicle utilisation, energy prices, maintenance performance and financing arrangements. The addition of air conditioning will also require careful energy management. Efficient cooling systems and well-designed charging schedules can help limit the additional electricity demand associated with passenger comfort. From a climate perspective, shifting high-volume bus services to electric propulsion can reduce tailpipe emissions and contribute to cleaner urban mobility. But fleet electrification should be paired with better route planning, bus priority measures and pedestrian access. Cleaner buses alone cannot resolve congestion or make public transport competitive with private vehicles.

The 150-bus approval is therefore an important fleet decision, but not a complete mobility strategy. The next measure of success will be how quickly the vehicles enter service, which routes receive them and whether BEST can build the operational systems needed to keep them running consistently.
