The Maharashtra Tourism Development Corporation (MTDC) is set to revive its seaplane services, a decade after the initial project faced setbacks.
This initiative aims to link major urban centers like Mumbai and Pune with picturesque yet hard-to-reach destinations, including Ganpatipule in Ratnagiri, Koyna Dam in Satara, Ujani Dam in Solapur, and Mandwa near Alibaug . The original seaplane service, launched in 2014, was short-lived due to regulatory hurdles and operational challenges. Learning from past experiences, the MTDC’s renewed approach emphasizes practicality and sustainability. A senior MTDC official noted that the current plan focuses on routes with existing infrastructure, such as helipads and certified water bodies, and involves close coordination with aviation authorities to streamline the approval process .
Under the new proposal, the MTDC has identified eight potential routes for the seaplane services. The corporation has invited bids from experienced aviation companies, both domestic and international, to operate the services. Operators are expected to conduct feasibility studies for these routes and deploy 9- to 19-seater single or twin-engine seaplanes, no older than 12 years . Financially, the MTDC has outlined a comprehensive plan to ensure the project’s viability. An internal study estimates the total project cost between ₹466 crore and ₹490 crore, covering the acquisition of five aircraft, development of water aerodromes at six locations, regulatory clearances, and operational setup. To attract operators, the MTDC offers to either reimburse the entire investment over five years or provide a revenue guarantee for three years .
The seaplane services are projected to have ticket prices around ₹4,000, with an anticipated annual ridership of 50,000 to 70,000 passengers. The project is expected to become profitable within five to seven years, contributing significantly to the state’s tourism sector Beyond economic considerations, the MTDC emphasizes environmental sustainability in the project’s execution. Environmental impact assessments and compliance with coastal and aviation regulations are integral to the planning process. The initiative aligns with Maharashtra’s broader goal of sustainable tourism development, aiming to minimize ecological footprints while maximizing socio-economic benefits .
Experts suggest that the success of the seaplane services will depend on affordable pricing, reliable schedules, and effective marketing strategies to raise awareness among domestic tourists. Integration with other modes of transport and curated travel experiences are also considered crucial for the project’s success . The revival of seaplane tourism in Maharashtra represents a significant step towards enhancing regional connectivity and promoting sustainable tourism.
