Minister Approves Rs 96 Crore Sassoon Dock Development Plan Supporting Koli Welfare

Mumbai’s Sassoon Dock—one of the city’s oldest and most culturally significant fishing hubs—is set for a major transformation, with the state government approving a ₹96 crore development plan aimed at uplifting both its physical infrastructure and the livelihoods of the indigenous Koli fishing community. The approval was formally announced in the state’s Legislative Council, where senior government officials assured members that the development plan is not merely cosmetic but is rooted in the socio-economic and cultural preservation of the Koli people, widely recognised as Mumbai’s original coastal settlers.

The initiative is being implemented through the Maharashtra Fisheries Corporation and the Fisheries Business Development Corporation. Of the total sanctioned outlay, ₹22 crore has already been released and is being utilised for essential improvements, including waterproof roofing, drinking water facilities, sanitation upgrades, and temporary infrastructure to shield fisherfolk during the monsoon season. Civic authorities confirmed that work has already been completed on installing carpet flooring in auction areas, setting up canteen spaces with fans and seating, and constructing two gender-segregated toilet units with ten functional toilets.

The government has also commissioned the construction of a modern, hygienic auction hall aimed at improving the quality, efficiency, and transparency of fish trade in the area. Recognising the role of women in this traditional industry, a proposal to set up a crèche facility has also been submitted to the district collector. The facility is expected to be managed by an appointed NGO once sanctioned. Senior officials emphasised that the project is centred around inclusive development, driven in part by consultations with the Jai Malhar Fisheries Cooperative Society, which comprises over 200 local members. The society has raised further demands such as solid waste management, low-cost food provision through a Shiv Bhojan centre, and better civic infrastructure—many of which are currently under review by the respective authorities.

A vital part of the redevelopment strategy includes a sustainable waste management programme, with a focus on tackling the issue of fish waste disposal. Plans are underway to partner with private enterprises for the efficient collection, treatment, and disposal of organic marine waste—an initiative intended to prevent dumping into the sea and support the state’s larger “Plastic-Free Koliwada” campaign. Officials reaffirmed that this redevelopment plan is as much about dignity and cultural recognition as it is about infrastructure. They underscored the government’s commitment to ensuring the Koli community’s rightful access to public services and protection from displacement or neglect.

As work progresses, Sassoon Dock is poised to become a model for heritage-sensitive coastal redevelopment—blending sustainable urban planning with the protection of indigenous livelihoods, and ensuring that Mumbai’s maritime legacy continues to thrive alongside modern infrastructure.
