Maharashtra Water Security Plan Reshapes Rural Growth
Maharashtra has outlined an ambitious long-term strategy to strengthen water resilience by expanding irrigation, improving efficiency and integrating recycled water into agricultural systems, positioning water security as a cornerstone of the state’s economic and rural development agenda through 2047. The roadmap aims to address persistent challenges in agricultural productivity while preparing the state for increasing climate uncertainty, population growth and rising pressure on finite water resources. The state’s development framework envisions a substantial increase in irrigated farmland over the next two decades, backed by modern water infrastructure, advanced irrigation technologies and better management of existing assets. While Maharashtra has significantly expanded irrigation capacity since its formation, policymakers acknowledge that a considerable gap remains between infrastructure created and the area effectively served, limiting returns on public investment.
A central objective of the Water Security strategy is to raise irrigation coverage to around 65 per cent of cultivated land by 2047. The plan also targets a cumulative irrigation potential of 174 lakh hectares by combining surface water, groundwater and treated wastewater resources. Officials believe improving utilisation rather than merely creating new infrastructure will be critical to achieving sustainable agricultural growth. Urban planners and water management experts argue that the future of irrigation will depend less on constructing additional reservoirs and more on modernising distribution networks. Replacing open canals with piped systems, introducing automated flow controls and deploying digital monitoring technologies could significantly reduce transmission losses while ensuring more equitable distribution, particularly to farmers located at the tail-end of irrigation networks. The roadmap also places considerable emphasis on micro-irrigation, proposing a major expansion of drip and sprinkler systems across the state. These technologies are expected to improve on-farm water-use efficiency, lower groundwater extraction and increase crop productivity without proportionately increasing water demand. Greater adoption of precision irrigation could also help farmers adapt to increasingly erratic rainfall patterns linked to climate change.
Another important pillar of the Water Security strategy involves scaling wastewater recycling for agricultural and industrial applications. By increasing the reuse of treated water, Maharashtra aims to reduce dependence on freshwater resources while supporting rapidly expanding urban centres and industrial corridors. Experts note that integrating wastewater into the broader water economy could become increasingly important as cities generate larger volumes of treated effluent. The roadmap further recommends strengthening the health of existing dams, canals and lift irrigation systems through routine structural assessments, predictive maintenance and desiltation programmes. It also highlights opportunities to combine renewable energy with irrigation infrastructure, including solar-powered pumping systems and floating solar installations that can simultaneously generate electricity while reducing reservoir evaporation.
As Maharashtra moves towards its 2047 development vision, successful implementation will depend on coordinated governance, sustained investment and measurable performance indicators. Strengthening Water Security through efficient resource management is expected to improve agricultural resilience, enhance rural livelihoods and support balanced urban and industrial growth in an era of increasing climate risks.
