Maharashtra has taken a significant step towards building a domestic manufacturing ecosystem for clean maritime transport by initiating an electric boat production facility that will supply vessels for the upcoming Mumbai Water Metro. The investment links industrial development with low-emission urban mobility, positioning the state to strengthen both its maritime economy and sustainable public transport infrastructure. The state government has formalised an agreement to establish an Electric Boat Manufacturing Hub in Sindhudurg district, with an estimated investment of ₹150 crore. Planned across nearly 22 acres in Sawantwadi taluka, the facility will manufacture electric-hybrid passenger ferries intended for the ₹6,067-crore Mumbai Water Metro project, whose first phase is scheduled to commence commercial operations in December 2026.
The manufacturing unit represents more than a transport infrastructure investment. Urban economists view the project as part of a wider strategy to localise advanced marine manufacturing, reduce dependence on imported passenger vessels and strengthen supply chains supporting India’s expanding inland water transport sector. Building ferries within Maharashtra could also improve lifecycle maintenance capabilities while creating opportunities for specialised marine engineering and skilled employment. The Electric Boat Manufacturing Hub is expected to become a dedicated production centre for battery-powered and hybrid ferries designed for urban waterways. As cities increasingly explore water-based public transport to reduce pressure on congested road networks, locally manufactured vessels could help lower procurement costs and encourage wider adoption of electric maritime mobility across other coastal and riverine regions. Mumbai’s proposed Water Metro is being positioned as an additional public transport network connecting coastal communities through environmentally cleaner passenger services.
Transport planners believe that shifting a portion of commuter travel from roads to waterways can reduce congestion, diversify transport options and improve resilience within metropolitan mobility systems. However, experts caution that the long-term success of water-based transit will depend on reliable service integration with suburban rail, metro and bus networks rather than operating as an isolated transport mode. Environmental specialists also note that electric ferries offer the potential to reduce greenhouse gas emissions, noise pollution and local air pollution compared with conventional diesel-powered vessels. The environmental benefits, however, will depend on the gradual decarbonisation of electricity supply, efficient battery management and responsible disposal or recycling of energy storage systems over the vessels’ operational lifespan. Beyond supporting Mumbai’s transport ambitions, the new manufacturing facility could strengthen Maharashtra’s broader maritime industrial base by attracting component suppliers, marine technology firms and research partnerships focused on clean shipping solutions. Such industrial clustering may enhance the state’s competitiveness as India expands investment in sustainable coastal and inland water transport.
As construction of the manufacturing unit progresses alongside the Water Metro project, the Electric Boat Manufacturing Hub will serve as a test of whether clean mobility infrastructure and domestic industrial development can advance together. Its long-term impact will ultimately be measured by operational reliability, environmental performance and its contribution to creating a more resilient and low-carbon urban transport ecosystem.
