West Bengal is preparing to introduce a Water Metro network in Kolkata while advancing a wider maritime infrastructure strategy under the Centre-backed Sagarmala 2 programme. The initiative signals a renewed focus on inland water transport, port connectivity and river-based urban mobility, with planners viewing the move as an opportunity to ease pressure on congested roads while strengthening regional economic links.
State authorities have indicated that project proposals worth around ₹22,700 crore are being prepared over the next five years, covering coastal infrastructure, fishing facilities, island development and transport improvements. Among the key proposals are new jetties, upgraded waterfront infrastructure and the introduction of a Water Metro system that would integrate ferry-based mobility with the wider urban transport network.Urban mobility experts note that Kolkata’s extensive riverfront provides a natural advantage for expanding public transport beyond roads and rail. If designed with seamless links to metro stations, buses and existing ferry services, the project could reduce travel time for commuters crossing the Hooghly while lowering dependence on private vehicles. Such integration could also contribute to reduced transport emissions, supporting broader goals of cleaner and more climate-resilient cities.Officials have also outlined plans for dozens of additional jetties and improvements along selected riverfront locations. These investments are expected to modernise ageing passenger facilities, improve accessibility and enhance safety standards for daily commuters.
Infrastructure upgrades around the river corridor may also encourage economic activity linked to tourism, local businesses and logistics, provided environmental safeguards remain central to project execution.Alongside urban transport initiatives, the state is reassessing long-term port infrastructure. After reviewing the feasibility of the previously proposed deep-sea port location near Tajpur, authorities have identified an alternative site with available government land for further evaluation. Industry observers believe any future port expansion will require careful environmental assessment, resilient coastal planning and efficient multimodal connectivity to maximise economic benefits without compromising fragile ecosystems.The government is also considering institutional reforms, including strengthening administrative oversight of shipping and maritime development. Improved coordination among transport, port and security agencies has been highlighted as essential for managing riverfront infrastructure more effectively while supporting trade and passenger movement.
For Kolkata, the proposed Water Metro represents more than another transport project. If implemented through integrated planning, universal accessibility and sustainable waterfront development, it could reshape how residents move across the metropolitan region while reinforcing the role of inland waterways in supporting economic growth, reducing congestion and creating a more balanced urban transport system.
