Kolkata is preparing for a major shift in urban transport planning after the West Bengal government moved to integrate a Water Metro network into the city’s mobility framework under the Centre’s Sagarmala 2 programme. The initiative positions inland waterways as a strategic transport asset at a time when rising congestion, population growth and mounting environmental pressures are challenging traditional road-based mobility systems.
Officials have indicated that the proposed programme will combine urban water transport with a broader package of maritime and riverfront infrastructure investments. The state is reportedly preparing proposals worth more than ₹22,000 crore over the coming years, covering transport connectivity, coastal infrastructure, jetty development and river-linked economic projects. Plans for dozens of new jetties and upgraded passenger facilities are also under consideration as part of the wider initiative.For Kolkata, the Water Metro proposal arrives at a critical moment. The metropolitan region continues to experience increasing pressure on roads, suburban rail corridors and bridges connecting key employment and residential districts.
