Kolkata Municipal Corporation (KMC) is poised to implement stringent measures aimed at curbing the proliferation of unauthorized constructions across the city, signaling a robust stance against builders attempting to circumvent building regulations.
In a significant policy revision, KMC has resolved not to entertain requests for regularization of illegally constructed buildings where violations exceed 10% of the permitted built-up area. This move comes amidst mounting concerns over developers exploiting loopholes in existing regulations to significantly alter sanctioned building plans post-construction, with an eye on subsequent regularization. Mayor of Kolkata emphasized the necessity of enforcing stricter compliance with building norms, citing instances where entire floors have been erected without requisite approvals. “We are determined to prevent flagrant violations from being retrospectively regularized,” stated the Mayor, underlining KMC’s commitment to upholding urban planning integrity. Senior officials from KMC’s buildings department highlighted ongoing challenges in addressing rampant illegal constructions, revealing efforts to identify and issue notices to several non-compliant structures. Despite promoters seeking legal sanction post facto, KMC officials reiterated their obligation to uphold regulatory standards, a stance reinforced following incidents like the Garden Reach tragedy. The withholding of completion certificates for numerous newly constructed buildings underscores KMC’s proactive measures post-Garden Reach, where compliance with building rules is now a prerequisite for utility connections such as water and drainage.
Mayor Hakim underscored the pivotal role of local law enforcement in cracking down on illicit building activities, urging closer collaboration to dismantle networks facilitating unauthorized constructions. “If local police fail to act swiftly, KMC will escalate enforcement efforts, seeking assistance from central authorities to ensure adherence to legal protocols,” warned Mayor Hakim. Recognizing the plight of small landowners, KMC has announced relaxation measures tailored for plots ranging from 500 sq ft to 2,200 sq ft, aimed at facilitating lawful construction without resorting to unauthorized practices.
