Residents around Keerapakkam have asked Chennai’s Metropolitan Transport Corporation to increase bus services from Kilambakkam to Kandigai, bringing renewed attention to a basic planning question on the metropolitan fringe: when housing and population move outward, does public transport move with them?
A petition submitted to MTC seeks five buses, including two low-floor vehicles, on a route connecting the Kilambakkam terminus with Kandigai through Urapakkam, Karanaipuduchery, Kattur, Arungal, Keerapakkam Housing Board and Murugamangalam Housing Board. The petition argues that insufficient service is leaving students, workers, senior citizens, patients and other residents dependent on two-wheelers and private transport.
MTC’s response establishes that Keerapakkam is not without bus service. A senior corporation official said two buses presently run from Kilambakkam to Kandigai through Keerapakkam—one in the morning and another in the evening—while another five operate between Tambaram West and Kandigai through the locality. The agency said it would examine the possibility of increasing services.
That distinction matters.
The issue is therefore not bus service versus no bus service. It is whether the existing service delivers sufficient frequency, coverage, operating hours and accessibility for the population it is expected to serve.
Keerapakkam’s transport question predates the latest petition
There is an important piece of history behind the current demand.
In May 2025, 404 families were relocated to Keerapakkam as part of a wider relocation exercise connected with the Adyar restoration programme. At the time, Tambaram Corporation Commissioner S Balachander said authorities had arranged bus connectivity from Keerapakkam beginning June 1 following public requests.
That makes the latest petition more than a neighbourhood request for another route.
It raises an accountability question about whether the connectivity arranged after relocation became an adequate permanent transport service.
Relocation policy cannot stop at possession of a dwelling.
For households moved to metropolitan edges, the functional service chain is:
Housing → Bus access → Frequency → Employment → Education → Healthcare → Affordable daily travel
A house may be physically complete while the resident’s effective access to the city deteriorates.
MTC has an operating-economics argument
MTC has offered one explanation for caution in expanding the Kilambakkam-originating service.
According to the corporation official quoted by The New Indian Express, buses from Kilambakkam generate about ₹60 per kilometre, while services from Tambaram East earn approximately ₹90–₹102 per kilometre.
Those numbers should not be dismissed. Public bus systems operate under real fleet, crew, depot, fuel or energy, maintenance and scheduling constraints.
If one route carries few passengers while another has heavy demand, redeploying scarce buses can improve total network productivity.
But farebox productivity cannot answer the entire planning question.
A peripheral route may perform a broader public-service function, particularly where housing policy, resettlement or government-led urban expansion has increased dependence on transport links.
The correct test is therefore not simply:
How much revenue does the bus earn per kilometre?
It is:
What service level is required, what demand exists across the day, what does that service cost, and what mobility outcome would residents lose without it?
Two buses are a fleet count, not a frequency measure
The current debate also illustrates a recurring weakness in how bus services are discussed.
Saying that “two buses operate” does not tell passengers how usable the service is.
One bus can make several trips. Another may operate a single scheduled run. Peak-hour availability may be entirely different from midday or late-evening availability.
Urban Acres could verify that MTC maintains an official timetable-search system and that its publicly indexed schedule was updated in July 2026.
What is not currently transparent enough for this specific Keerapakkam debate is the full performance dataset that would allow the public to judge the adequacy of service.
MTC should disclose, route by route:
scheduled departures, actual departures, operated kilometres, cancelled kilometres, average passenger loads, peak occupancy, first and last bus times and average waiting intervals.
Without those measures, both sides are arguing from incomplete evidence.
Low-floor buses are a service-quality issue, not merely a fleet preference
The petition specifically seeks two low-floor buses.
That request should be assessed as an accessibility question.
For older people, passengers with disabilities, pregnant women, people carrying children and passengers with restricted mobility, vehicle floor height can determine whether nominal bus availability translates into usable transport.
The relevant outcome is therefore not just the number of vehicles reaching Keerapakkam.
It is the number of accessible trips available at useful times.
Kilambakkam should function as a network node
The opening and growth of major metropolitan transport nodes such as Kilambakkam changes travel patterns well beyond the terminal boundary.
A terminus performs effectively only when surrounding neighbourhoods can reach it reliably.
That means terminal planning and feeder planning should be treated as one system:
Neighbourhood → Feeder bus → Kilambakkam → Regional/urban connection → Destination
If the first leg is infrequent or inaccessible, the value of the larger interchange is reduced for households without private vehicles.
This is especially consequential at the metropolitan edge, where walking distances are longer, land uses are more dispersed and alternative public transport can be limited.
What MTC should measure before deciding
The corporation’s proposal to study additional buses is reasonable.
But that study should be based on more than revenue per kilometre.
It should measure passenger boarding by trip and time of day, denied boarding where buses are full, school and college demand, accessibility requirements, Kilambakkam interchange demand, evening connectivity, waiting times and the cost of operating additional trips.
It should also distinguish between adding buses and adding frequency.
If the principal problem is a long interval between departures, timetable restructuring or additional trips from existing vehicles could matter as much as the headline fleet number.
The measure of success is not five additional buses
Residents have asked for five buses.
But five should not become the outcome metric.
The public-interest measure is whether residents can reliably get to school, work, healthcare and major transport interchanges at reasonable cost and without being structurally dependent on a private vehicle.
Keerapakkam therefore offers a broader lesson for metropolitan Chennai.
Transport planning has to occur when peripheral communities are created or expanded—not after mobility deficits become established.
