Jharkhand SIR Faces Sharp Constituency Gap as 22.64 Lakh Cases Remain

Jharkhand’s Special Intensive Revision (SIR) of electoral rolls is progressing at sharply different rates across assembly constituencies, with 22.64 lakh logical-discrepancy cases still pending as of Wednesday and the final electoral roll scheduled for publication on November 30.

Data reported by the Times of India showed that 22.86 lakh, or 50.25%, of the 45.50 lakh logical-discrepancy cases identified across the state had been disposed of. The overall disposal rate rose from 44.75% on Monday, after around 2.50 lakh additional cases were cleared over two days.

Lohardaga recorded the highest disposal rate among the constituencies, clearing 98.85% of its cases. Chakradharpur followed at 98.71%, while Jagannathpur, Majhgaon and Chaibasa recorded disposal rates of 96.08%, 95.62% and 94.78%, respectively. The difference between Lohardaga and the lowest-performing constituency, Ranchi, stood at 85.31 percentage points.

Ranchi had disposed of 6,735 of its 49,740 logical-discrepancy cases, leaving 43,005 pending. Its disposal rate was 13.54%, the lowest in the state. Pakur followed with a disposal rate of 13.76% and 73,609 cases still pending. Daltonganj, Godda and Bhawanathpur had cleared 18.05%, 18.12% and 18.40% of their cases, respectively.

The exercise also includes cases where current electoral-roll entries cannot be mapped to earlier rolls. Progress in this category was slower: 4.48 lakh, or 31.89%, of the 14.04 lakh no-mapping cases had been disposed of, leaving 9.56 lakh pending. The rate increased from 27.72% on Monday, with 58,482 additional cases cleared.

Chhatarpur recorded the lowest disposal rate for no-mapping cases at 2.13%, having cleared 385 of 18,086 cases. Hussainabad and Panki disposed of 2.26% and 2.58% of their cases, respectively. Chakradharpur topped this category at 87.56%, followed by Jagannathpur at 80.23%.

Some constituencies recorded faster recent progress. Mahagama’s disposal rate increased by 14.44 percentage points over the two-day period, while Ghatshila and Tundi registered increases of 9.78 and 8.25 percentage points, respectively.

The SIR process involves checking current electoral-roll entries against earlier rolls and examining records that contain inconsistencies or cannot be mapped. Election officials have clarified that the reported figures represent cases disposed of and updated in the election system. They do not, by themselves, indicate additions or deletions from the final electoral roll.

Jharkhand chief electoral officer K Ravi Kumar said electors per assembly constituency are not uniform across the state, resulting in variation in percentage-based progress. He said all electoral registration officers and assistant electoral registration officers would complete the SIR task within the prescribed schedule. The final electoral roll is due to be published on November 30.
