Hyderabad is pushing for a faster rollout of Telangana’s long-delayed rural fiber network, as the state government has sought urgent assistance from the Union communications ministry to stabilise and expand digital connectivity across thousands of villages. The renewed push aims to restore broadband access in regions where infrastructure deterioration has disrupted essential digital services, affecting everything from agriculture advisories to public welfare delivery.
At the centre of this effort is a plan to establish a dedicated special purpose vehicle (SPV) that will oversee the construction of a stronger, ring-based fiber architecture. The model is designed to ensure that communities remain connected even when a segment of the network fails, reducing vulnerability in remote and underserved areas. Senior officials noted that the first phase will prioritise villages in the former Nizamabad, Ranga Reddy and Khammam districts, where damaged backbone lines have left thousands without reliable internet access. The initiative is being anchored under the amended BharatNet framework, which aims to bring rural India closer to high-speed broadband. Telangana’s request for federal support comes at a time when digital access has become central to inclusive growth—vital for telemedicine, e-governance, remote education and climate-resilient rural livelihoods. State representatives emphasised that accelerated approvals, fund releases and clear policy direction are essential for the project to move at the scale required.
Urban digital planners say that without stable connectivity, rural households remain excluded from both economic opportunity and basic service entitlements. The lack of resilient infrastructure has also slowed the shift toward paperless governance and renewable-energy monitoring systems, which depend on uninterrupted data flow. A unified fiber backbone, they argue, is not merely a technology upgrade but a foundational requirement for equitable development. Discussions between Telangana and central officials also covered the transfer of existing fiber assets from mandal-level networks to gram panchayats. Streamlining ownership and operational clarity, experts say, is crucial for long-term maintenance—an area where several Indian states continue to face gaps. The Digital Bharat Nidhi fund, aimed at supporting last-mile rural connectivity, was also reviewed as part of the financing strategy.
Once operational, the ring-architecture fiber system is expected to reduce outages, improve bandwidth distribution and provide an alternative path for data flow during service interruptions. For rural communities, this could mean more dependable access to government platforms, marketplace linkages, and digital skilling resources. Telangana’s move signals a broader shift toward treating digital infrastructure as a public utility rather than a discretionary upgrade. As cities race ahead with smart-urban initiatives, the push to build a resilient digital backbone in villages may determine whether rural India is able to participate equally in the country’s economic and technological transformation.
