Hyderabad Tungabhadra Water Dispute Raises Irrigation Concerns
Telangana has intensified its efforts to secure a larger share of water from the Tungabhadra river system, urging greater central intervention in the management of one of southern India’s most important interstate irrigation resources. The move highlights growing concerns around water security, agricultural resilience and equitable resource allocation as competing demands increase across multiple states.
During a high-level review of interstate irrigation issues, the state government raised concerns that Telangana has been receiving substantially less water than its allocated entitlement from the Tungabhadra project. Officials argued that the shortfall is affecting irrigation potential in drought-prone regions and limiting the effectiveness of existing water infrastructure. At the centre of the discussions is the future management of Tungabhadra water allocation, a long-standing issue involving Telangana, Karnataka and Andhra Pradesh. With agriculture and rural livelihoods heavily dependent on river water availability, state authorities are seeking stronger institutional mechanisms to ensure allocations are implemented transparently and efficiently. The government has proposed strengthening oversight mechanisms under the existing river management framework to improve coordination among participating states. Officials reiterated the importance of safeguarding water supplies intended for thousands of acres of cultivated land and ensuring that pending modernisation works move forward without further delays. The review highlighted concerns regarding ageing infrastructure and operational bottlenecks affecting irrigation efficiency. Technical assessments have reportedly identified safety issues at key structures, while long-standing silt accumulation continues to reduce the effective flow of water into Telangana’s canal network. Experts say that addressing these challenges is critical for improving the performance of existing irrigation systems. In many cases, restoring capacity through desilting and infrastructure rehabilitation can provide substantial benefits without the need for major new water projects.
The debate surrounding Tungabhadra water allocation also reflects wider challenges facing water management across India’s river basins. As climate variability increases and water demand grows, balancing the needs of agriculture, urban centres and industrial users will require stronger intergovernmental coordination and more adaptive planning approaches. The state has also initiated discussions on expanding supporting infrastructure, including balancing reservoirs and lift irrigation facilities, to maximise the utilisation of available water resources. Such measures are viewed as increasingly important for strengthening climate resilience in semi-arid regions vulnerable to rainfall fluctuations.
