Hyderabad Patancheru Highway Land Dispute Reaches Court
A legal dispute over land required for the expansion of National Highway 65 has intensified in Patancheru near Hyderabad, with private landowners alleging that construction activity continued despite judicial protection. The case underscores the growing challenge of balancing critical infrastructure development with property rights, due process and transparent land acquisition in India’s rapidly expanding urban corridors.
Representatives of two private entities have alleged that work associated with the widening of NH-65 proceeded on disputed land in Patancheru, Sangareddy district, even though the matter remains under consideration before the Telangana High Court. The landowners contend that construction equipment entered the site before the next scheduled court hearing, prompting them to initiate contempt proceedings against officials and the project contractor. At the centre of the dispute is the Patancheru land acquisition process linked to the proposed highway expansion. The petitioners maintain that the property has remained under their family’s ownership and possession for several decades and argue that the land has not been legally acquired in accordance with statutory procedures. They further contend that previous survey findings raised questions regarding the extent of the existing highway alignment in relation to privately owned land. According to the landowners, a notification for acquiring a portion of the property was issued under the National Highways Act as part of the six-laning project. However, they argue that the acquisition process was not completed within the applicable legal framework, making any construction activity premature until all statutory requirements are fulfilled.
Infrastructure experts note that highway expansion projects often face delays where land ownership, compensation and right-of-way boundaries remain contested. While transport upgrades are essential for improving regional connectivity, industrial growth and freight efficiency, legal certainty over land acquisition remains equally important for maintaining public confidence and reducing project risks. The petitioners also allege that the High Court had directed authorities to avoid interfering with possession of the disputed property without following due process and, where necessary, to undertake proper surveys and provide notice before proceeding. They now claim construction resumed despite those directions and despite objections raised at the site. The matter is expected to return before the court, where the proposed contempt petition could determine whether project activities complied with existing judicial directions. Authorities have not publicly responded to the latest allegations at the time of reporting.
