GRAP 3 Restrictions Hit Delhi-NCR as Pollution Worsens

GRAP 3 restrictions have been imposed across Delhi-NCR after worsening air quality, bringing curbs on construction, older vehicles, school operations and office attendance, according to a report by Jagran News published on 6 November 2026. The measures have been announced by the Commission for Air Quality Management, or CAQM, to control rising pollution levels.

The third stage of the Graded Response Action Plan restricts non-essential construction and demolition work across the affected region. Stone-crushing and mining activities are also covered by the restrictions. The measures directly affect construction sites and other activities that can generate dust and particulate pollution in Delhi and the neighbouring National Capital Region.

The vehicle restrictions apply in Delhi, Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar. Under the reported measures, BS-III petrol-operated four-wheelers and BS-IV diesel-operated four-wheelers are barred from operating in these areas. The restrictions also include a ban on older diesel-operated goods vehicles in Delhi.

Schools in Delhi and the National Capital Region will conduct classes for students up to Class 5 in hybrid mode, allowing both online and in-person learning. The move changes how younger students attend school while the pollution-control measures remain in force.

Offices in Delhi and the NCR have also been permitted to operate with 50 per cent of their employees. The reported arrangement allows the remaining staff to work remotely, linking the pollution response to daily commuting and workplace attendance across the region.

The restrictions come as pollution levels deteriorate in Delhi-NCR. Jagran News also reported that anti-smog guns were being used to spray water in polluted areas. The water-spraying activity is part of the visible response to worsening conditions, while the GRAP measures target construction activity, vehicle emissions and the movement of people through schools and workplaces.

The latest restrictions therefore place immediate operational limits on several parts of the region’s urban system. Construction and demolition activities face curbs, selected vehicle categories cannot operate in five urban areas, younger schoolchildren may study through hybrid arrangements, and offices can function with reduced physical attendance. The CAQM’s GRAP Stage III decision remains the central measure reported in response to the deteriorating air quality.
