Goa TCP Department Implements New Rules for Land Zoning Modifications

The Goa state town and country planning (TCP) department has unveiled a new procedure granting authority to the chief town planner to modify or alter the classification of land within regional plans (RP) or outline development plans (ODP). This move marks a departure from previous protocols, enabling swift adjustments to zoning designations based on governmental directives or individual applications.

Under the revised rules, the TCP department will meticulously evaluate proposals for land zone changes, adhering to established guidelines. Subsequently, such proposals, along with scrutiny reports, will be presented to the TCP board for review and recommendation. Once approved by the TCP board, the department will issue a public notification inviting suggestions and objections from stakeholders, allowing a 30-day period for feedback submission.

“After the lapse of 30 days, the proposals for changes in land zoning, along with received suggestions, will be reevaluated by the TCP board for final recommendation or decision,” stated an official. “The chief town planner (planning) will then present the TCP board’s decision to the state government for a conclusive verdict.”

The state government enacted an amendment in the legislative assembly to empower the chief town planner to effect modifications in the zoning of regional plans or outline development plans. These regulations, promulgated earlier this year, stipulate a processing fee ranging from Rs 500 to Rs 50,000 for zoning conversions, based on the intended area to be converted. Additionally, a change of zone fee ranging from Rs 50 to Rs 400 per square meter is mandated, contingent upon the type of zone alteration sought.

This regulatory overhaul aims to streamline the process of land use modifications, fostering greater flexibility in urban planning initiatives. By vesting authority in the chief town planner, the state TCP department seeks to expedite decision-making processes while ensuring transparency and adherence to regulatory standards. As stakeholders navigate these new procedures, the efficacy of the revised framework in facilitating sustainable urban development will be closely monitored.
