ECoR Fines 19,388 Railway Rule Violators, Recovers Over Rs 1 Crore

East Coast Railway (ECoR) has booked 19,388 people for violating railway rules and collected more than Rs 1 crore in fines between June 19 and October 20, as part of an enforcement drive under the Jan Vishwas Act, 2026.

According to railway officials, the drive was aimed at improving passenger safety, maintaining cleanliness and ensuring orderly use of railway premises across the ECoR network. The largest share of cases involved trespassing, misuse of railway property and refusal to vacate restricted passenger areas.

A total of 14,992 people were apprehended in these cases, resulting in fines of Rs 75.05 lakh. The figures indicate that violations involving access to restricted areas and the use of railway premises accounted for the bulk of the enforcement action during the period.

ECoR also penalised 4,117 vehicle drivers and conductors for disobeying lawful directions within railway premises. Fines collected from this category totalled Rs 20.58 lakh. Such enforcement covers conduct within station and railway areas where vehicle movement and compliance with staff directions are linked to passenger safety and the management of busy transport facilities.

The railway acted against 169 unauthorised hawkers and vendors during the same period, collecting Rs 3.27 lakh in penalties. Unauthorised vending can affect the movement of passengers and the use of station spaces, while also creating enforcement and cleanliness challenges for railway authorities.

Other offences recorded during the drive included unauthorised occupation of reserved accommodation, unlawful entry into women-reserved compartments, travelling on tickets booked in another person’s name, ticketless travel with fraudulent intent, smoking in train compartments and damage to railway notices.

The enforcement figures show that ECoR’s action covered both passenger-related violations and the broader regulation of railway premises. The categories include conduct inside trains, access to station areas, use of railway property, vehicle movement and commercial activity by vendors.

ECoR officials said penalties were realised as part of efforts to improve compliance with railway rules. The enforcement period ran from June 19 to October 20, and the railway’s reported next step is continued action against violations affecting safety, cleanliness and orderly movement within its premises.
