Construction of rehabilitation towers under Mumbai’s Dharavi Redevelopment Project has formally begun at a 22-acre railway site in Matunga, with 10,432 flats planned for eligible residents and 10,000 homes targeted for completion by January 2029.
Adani Navbharat Developers Pvt Ltd (ANDPL), the special purpose vehicle executing the project, launched the construction on Monday. Adani Enterprises Limited director Pranav Adani performed the bhoomipoojan at the site, according to an Adani Group press release.
The Matunga development will comprise 10 towers containing the rehabilitation apartments, along with 1,379 commercial and industrial units. Adani Realty is the principal developer. The Dharavi Redevelopment Project and the Slum Rehabilitation Authority are also part of the special purpose vehicle, each together holding a 20% equity stake as stated in the report.
The rehabilitation component is planned for completion within seven years. Maharashtra Chief Minister Devendra Fadnavis has announced that 10,000 rehabilitation flats are expected to be ready by January 2029, setting an interim milestone for a project that will affect a large number of households currently living and working in Dharavi.
Under the in-situ rehabilitation scheme, eligible residents will receive a 350 sq ft carpet-area flat. Pranav Adani said eligible residents would receive the homes as part of the redevelopment plan. The project also includes commercial and industrial units, which are intended to accommodate the economic activities associated with the area’s dense residential and working population.
The relocation process described in the report differs from the earlier expectation of “key to key” rehabilitation, under which residents would move directly from existing homes into completed rehabilitation flats. Residents are now being shifted to temporary tenements or moved out of the settlement with rent support for temporary accommodation, while the rehabilitation towers are constructed.
The Matunga site is therefore central to the project’s immediate delivery plan. Its progress will determine when the first large tranche of replacement housing can be made available and how the temporary accommodation process is managed before residents receive their permanent flats. The rehabilitation component is scheduled to continue towards completion over the next seven years.
