Delhi Water Connection e-KYC Drive Targets Billing Gaps Citywide

The Delhi Jal Board has launched a six-month citywide e-KYC drive to verify water connections, update consumer records and improve billing accuracy across the capital. The exercise will involve door-to-door checks by authorised field personnel, with properties being geo-tagged and water meters documented through live photographs.

According to a report by Millennium Post – Delhi, the verification process will cover registered water consumers and examine details including connection information, property addresses, mobile numbers and meter status. Officials will digitally record the information to strengthen the utility’s database and identify duplicate, outdated or incomplete records.

The exercise is also intended to address complaints involving incorrect, delayed or undelivered water bills. The Delhi Jal Board said updated consumer details could support more efficient bill distribution and enable digital delivery of bills and related communication through email and WhatsApp, wherever applicable.

The use of GPS tagging and meter photographs will give the water utility a location-linked record of connections and their current status. The report did not specify the total number of connections to be covered, the areas in which field teams would begin work or the precise completion date within the six-month period.

Residents have been asked to cooperate with authorised survey teams but have also been advised to verify the identity card and authorisation of personnel before sharing personal or property-related information. Consumers may keep their water bills, identity proof and ownership or occupancy documents ready for verification, according to the report.

The DJB has cautioned residents not to hand over original documents or share one-time passwords, Aadhaar-linked details or financial information with unauthorised persons. The e-KYC exercise is free of cost, and consumers are not required to pay surveyors or provide gifts. Any demand for money or other improper requests should be reported through the DJB’s official complaint channels.

The utility has appealed to consumers to provide accurate and updated information so that the verification can be completed within the stipulated six-month period. The exercise will conclude with the updating of the DJB’s digital consumer records and is expected to support improved monitoring, billing and communication with water users.
