Delhi Police have arrested content creator Aamir Shoukin over a widely circulated video allegedly showing racist abuse and humiliating treatment of a youth from Tripura, triggering a police investigation across Delhi and the northeastern state.
The accused was arrested by the Northern District Police after Delhi Police took suo motu cognisance of the video and registered a case. The Intelligence Fusion and Strategic Operations unit is also examining the recording. The action followed widespread criticism of the video and demands for punishment from Union Parliamentary Affairs Minister Kiren Rijiju and Tripura Chief Minister Manik Saha.
According to the report, Shoukin is associated with the Sadar Bazar area and has previously been involved in several assault cases, as stated by police. The report does not specify the legal sections invoked in the case. It says the disputed video was recorded in Ahmedabad about a month before the arrest and that the police are examining the roles of seven to eight other people allegedly connected with it.
The case has also brought Delhi’s specialised northeastern policing mechanism into the investigation. The Northeastern Special Police Unit, referred to in the report as SPOONER, had written to the Intelligence Fusion and Strategic Operations unit seeking an inquiry into the video. The Tripura Students’ Forum, Delhi, separately submitted a complaint to the joint commissioner of police of the unit, asking for an impartial and immediate investigation.
In its complaint, the forum alleged that the video showed sexual assault, torture and humiliating treatment of a person from Tripura. It also alleged that racist remarks targeting the state’s community were made in the recording. These allegations remain subject to investigation. The forum asked police to identify and verify the people who recorded or appeared in the video and to establish the connection of Shoukin’s Instagram account with the incident.
The complaint specifically sought preservation of electronic evidence, including the original recording, metadata, account details and upload history. It also requested steps to protect the alleged victim from further threats or harassment. These requests underline the evidentiary challenges in cases involving social-media videos, where an edited or reposted clip may not by itself establish when, where or by whom the original recording was made.
Rijiju criticised the incident in a post on X and said Delhi and Tripura Police would take strict action. Saha directed Tripura’s director general of police to coordinate with Delhi Police on the matter. The report said a Tripura Police team was expected to reach Delhi by Thursday night to seek custody of Shoukin from the Sadar Bazar police station and produce him before a Delhi court for transit remand.
The arrest places the next stage of the case in the hands of the investigating agencies and the court. Police are expected to examine the digital trail, establish the identities and roles of the other alleged participants, and coordinate with Tripura authorities as the investigation proceeds.
