A new transport transition programme cleared by the Union Cabinet is set to reshape freight and public mobility patterns across the Delhi-NCR region, with policymakers betting that cleaner commercial vehicles can significantly reduce one of the capital’s most persistent pollution sources.

The two-year initiative, backed by a financial package of nearly ₹9,600 crore, focuses on replacing ageing trucks and buses operating under older Bharat Stage emission standards with cleaner alternatives, including electric vehicles and BS-VI compliant fleets. The policy spans Delhi and adjoining districts in Haryana, Rajasthan and Uttar Pradesh, where logistics movement and intercity transport contribute heavily to deteriorating air quality. Urban planners and transport analysts have long argued that freight vehicles represent a disproportionate environmental burden in the National Capital Region. Although trucks and buses account for a small share of total vehicles on the road, they are linked to a significant portion of particulate emissions, especially during winter months when pollution levels regularly breach hazardous limits. Under the approved framework, owners of BS-IV and older commercial vehicles will receive a mix of incentives to transition to cleaner mobility systems.

These include subsidised financing support, fuel-linked operational assistance and tax concessions offered jointly by the Centre and participating states. Industry stakeholders said the policy could help accelerate fleet modernisation in a sector where vehicle replacement cycles are often delayed due to high capital costs. The scheme introduces stricter compliance measures for the oldest vehicles. Commercial fleets operating under BS-III or earlier norms will need to undergo mandatory scrapping through authorised facilities before owners can access benefits. BS-IV vehicles may either be scrapped or relocated outside NCR limits to non-pollution hotspot towns. In Delhi, the policy adopts an even tighter approach by allowing only electric light commercial goods vehicles under the programme, while buses must transition to either electric or BS-VI CNG systems. Officials involved in the programme said implementation will rely on a fully digital platform capable of verifying eligibility, tracking scrappage records and processing incentives in real time. Authorities expect the integrated system to reduce leakages and improve monitoring of pollution outcomes linked to the clean transport transition.

The move also carries wider economic implications for NCR’s logistics ecosystem. Fleet operators, vehicle financiers, scrappage centres and clean mobility manufacturers are expected to see increased activity as replacement demand rises over the next five years. However, transport unions and small operators are likely to closely watch how quickly incentives are disbursed and whether financing support adequately offsets the cost of newer vehicles. The Cabinet decision comes at a time when Delhi-NCR is simultaneously witnessing unusual weather fluctuations, including recent rain and hailstorms that temporarily lowered temperatures and improved air conditions. Meteorological data indicates intermittent rainfall in early April helped delay extreme summer heat, though temperatures later crossed the 40-degree mark. While seasonal weather shifts may offer short-term relief, urban climate experts caution that sustained improvements in Delhi-NCR air quality will depend more heavily on structural interventions such as cleaner freight systems, expanded public transport and lower-emission urban infrastructure.
