Delhi Land Pooling Drive Targets 12 Lakh Homes and 600 km of Roads

Delhi’s land pooling policy has entered a month-long public awareness phase, with the Delhi Development Authority (DDA) targeting the development of around 12 lakh homes across nearly 200 square kilometres and planning more than 600 kilometres of additional roads.

The campaign is aimed at farmers, landowners and other stakeholders in villages where land pooling is expected to support planned urban development. The DDA will hold programmes in these areas to explain the policy, the proposed development model and the process through which landowners can participate.

According to the DDA, the policy will bring land parcels together for the creation of town-planning schemes and other development models involving the authority and private partners. The authority said the approach is intended to accelerate residential development while providing infrastructure in a planned manner.

The DDA has placed road construction at the centre of the proposed development. It said roads measuring 30 metres or more in width would be developed in phases before or alongside residential growth. More than 600 kilometres of additional road network are included in the plan, with the stated objective of improving access and connectivity in the areas covered by the policy.

The campaign has been launched under the leadership of Delhi Lieutenant Governor Taranjit Singh Sandhu. Its immediate purpose is to familiarise landowners with how land pooling would work, including the development model and their role in the process.

The plan also includes a high-density corridor along the Urban Extension Road-2, or UER-2, under Delhi’s Master Plan-2047. The proposed corridor is intended to combine affordable housing with commercial activity, warehousing, logistics and employment opportunities.

The land pooling model is designed to shift development away from isolated construction on individual parcels towards larger, planned areas with coordinated roads and other infrastructure. For landowners, the awareness campaign is the DDA’s stated effort to explain how participation in the policy could connect their land to town planning and development schemes.

The proposal comes as Delhi seeks to expand its housing capacity while linking new residential areas with transport, roads and employment-generating uses. The DDA’s stated figures cover approximately 200 square kilometres and a potential 12 lakh homes, but the supplied announcement does not provide a construction schedule, specific village-wise targets or details of the final allocation of land between residential, commercial and infrastructure uses.

The month-long campaign will now focus on outreach to affected landowners and other stakeholders. Further implementation will depend on participation under the policy and the phased preparation of the planned road and town-development network.
