Delhi Jal Board New Rules Ease Water Connections for Every Flat

The Delhi Jal Board has approved new 2026 water and sewer rules that will simplify applications, permit separate connections for individual flats in eligible buildings and reduce documentation requirements for residents and non-domestic users across Delhi. The rules will replace the 2012 framework and introduce clearer provisions for tariffs, metering, billing, infrastructure and security deposits.

According to a report by Live Hindustan citing a senior Delhi Jal Board official, separate water connections may now be issued to individual homes or non-domestic units regardless of a building’s height, provided technical conditions and other prescribed requirements are met. Buildings below 17.5 metres will have to make arrangements for water storage.

Under the 2012 rules, a residential building could not receive more than six water connections. The 2026 rules will allow separate connections for all flats if the required conditions are fulfilled. Each home will have to include a kitchen. The change is also intended to speed up new connections and the regularisation of unauthorised connections.

The revised process could alter the order in which applications are handled. At present, applicants may wait around 40 to 50 days for a connection. The process includes a site inspection, the issue of a demand note and activation of the connection. A junior engineer currently conducts an inspection within seven to 15 days of the application and payment of the required fee. If the site is found suitable, a demand note is issued within three to five days, while the connection is activated within 15 to 30 days after payment.

Under the proposed system described by the official, approval would be granted first, followed by the site inspection. The change is intended to reduce the time taken to provide connections, although the report does not specify the final implementation date or the safeguards that will govern post-approval inspections.

The new metering provisions are also expected to reduce the paperwork required from applicants. Officials said three documents would be sufficient for an application, with identity documents such as an Aadhaar card or PAN card proposed for acceptance. The report said there was no proposal to change existing water tariffs, connection charges or application fees.

The rules will include provisions for billing when meters are non-functional, locked or inaccessible to officials. This is significant for consumers because such situations can affect how water use is assessed and how bills are raised. The supplied report, however, does not provide the detailed billing formula under the new framework.

Households with rainwater harvesting and wastewater recycling facilities may qualify for concessions under the new system. The Delhi Jal Board also plans to expand the use of digital services through its portal and app-based service requests.

The changes place greater emphasis on individual connections, simplified documentation and digital access, while retaining technical conditions related to building design and water storage. The next operational milestone will be the implementation of the approved 2026 rules and the publication of the detailed procedures governing applications, inspections, metering and billing.
