Delhi Industrial Policy Offers Fresh Push for Jobs and MSMEs

Delhi’s new industrial policy will offer financial support for investment, office rentals, hiring, research, certification, technology upgrades and energy-saving measures, with the government targeting more jobs, stronger MSMEs and cleaner industrial growth across the capital.

The policy, reported by Jagran and attributed to the Delhi government, is designed to extend support beyond large companies. It places particular emphasis on young workers, women entrepreneurs, small and medium businesses, technology-driven enterprises and units involved in better waste management.

Under the policy, information technology and digital services businesses, as well as units linked to healthcare and health promotion, will be eligible for investment assistance of up to Rs 10 crore. The limit will rise to Rs 12 crore for women entrepreneurs. The policy also provides for assistance of Rs 50,000 to Rs 60,000 for each new specialist doctor appointed by eligible healthcare units.

New storage facilities will be eligible for support of up to Rs 10 crore, with women-led enterprises entitled to assistance of up to Rs 12 crore. Existing units will also be able to seek assistance of up to Rs 1 crore, according to the report. The policy is intended to help businesses expand capacity while improving the technology used in production and operations.

Units involved in developing and testing new technologies and products will be eligible for assistance of up to Rs 10 crore. The government will also provide Rs 5 lakh for each patent, with support available for a maximum of four patents. Businesses that use modern technology to manufacture better and more accurate products will receive incentives under the policy.

The assistance framework also covers technical improvements, machinery modernisation and energy-saving measures in industrial units. Support will be provided for training young people according to the needs of industry and for improving the skills of existing employees. Micro, small and medium enterprises will be encouraged to adopt new technology and increase production capacity.

Chief Minister Rekha Gupta said the policy would help establish new industries, increase investment and create employment opportunities for young people. The government also plans to position Delhi as a centre for advanced technology, multinational companies’ operational centres, data centres, research, healthcare services, freight movement and advanced manufacturing.

Environmental measures form another part of the policy. The government has said it will promote industries that cause less pollution and use modern technology, while encouraging lower energy and water consumption and reduced waste generation. Waste-management-related units are among the activities expected to receive policy support.

The policy links industrial incentives with wider urban concerns, including employment, resource efficiency, logistics and the modernisation of existing business premises. Its implementation will determine how effectively these announced incentives reach smaller enterprises and translate into new industrial capacity and jobs in Delhi.
