Chennai Plans 32.4-Km Mobility Redesign for OMR and Radial Road- but Construction Has Not Yet Been Approved

CUMTA has begun procuring a consultant to prepare a DPR for two Chennai corridors. The exercise could reshape how Metro, buses, walking, cycling and road traffic interact—but the project remains at the planning stage, with final design, construction cost and sanction still unresolved.

Chennai has started the planning process for what could become one of its more consequential attempts at integrated street redesign: a combined 32.4 kilometres of Old Mahabalipuram Road and Pallavaram–Thoraipakkam Radial Road are being studied as proposed “Model Urban Mobility Corridors”.

But the project is considerably earlier in its lifecycle than recent headlines may suggest.

The Chennai Unified Metropolitan Transport Authority, or CUMTA, has issued an open tender to appoint a consultant to prepare the Detailed Project Report. The tender—CUMTA/UMC/2026-27/01—was published on 11 August 2026 and specifies a 120-day consultancy period.

That makes the current milestone DPR consultant procurement, not construction approval.

The distinction matters because the DPR will have to determine what is technically feasible, how existing road space should be redistributed, where public transport should receive priority, how Metro stations interact with buses and pedestrians, what utility relocation may be required and how different interventions should be phased.

Two corridors, one mobility problem

The exercise covers approximately 25 km of OMR between Madhya Kailash and Kelambakkam, together with 7.4 km of the Pallavaram–Thoraipakkam Radial Road between Pallavaram Bridge and Thoraipakkam junction.

These are not simply road-engineering corridors.

CUMTA’s stated scope connects them with railway stations, MRTS and Metro stations, bus terminals and stands, pedestrian infrastructure, cycling facilities and last-mile transport. Public spaces around flyovers and grade separators, as well as road connections around transport hubs, are also within the conceptual scope.

That changes the correct way to assess the proposal.

A conventional road project asks whether vehicles can move faster. A genuine mobility-corridor project must ask how many people can reach jobs, transit stations and neighbourhood destinations safely and predictably across multiple modes.

OMR will have to coexist with Metro infrastructure

The OMR component carries an additional coordination challenge because Chennai Metro Rail infrastructure is being developed along the corridor.

CUMTA has asked that the proposed corridor design account for Metro alignments and stations and that the consultant coordinate with Chennai Metro Rail Ltd on interchange between Metro, buses, intermediate public transport, pedestrians and cyclists.

This interface is crucial.

A Metro station can increase transport capacity while simultaneously making street access worse if station entrances, bus stops, pedestrian crossings, auto-rickshaw stands, service lanes and traffic movements are designed independently.

Conversely, Metro construction creates a rare opportunity to rebuild the street once rather than repeatedly excavating and modifying it through separate projects.

Urban Acres therefore identifies construction sequencing as one of the central tests of the OMR DPR.

The question should be whether Metro civil works, road reinstatement, drainage, underground utilities, footpaths, bus facilities and junction redesign can be coordinated through a single spatial plan.

Public transport priority is being considered—but nothing is final

The proposal also opens a potentially significant debate over road-space allocation.

CUMTA’s concept includes priority for non-motorised transport and public transport. DT Next reported that possible measures include bus-only lanes during particular periods, digitally enforced priority stretches or physically segregated lanes, depending on traffic conditions.

Those ideas remain proposals for DPR evaluation.

Their eventual value will depend less on whether Chennai installs a painted lane and more on whether buses actually become faster and more reliable.

The relevant service chain is:

road-space allocation → enforcement → bus operating speed → route reliability → frequency → interchange → passenger travel time

Without enforcement and operating discipline, infrastructure labelled as “bus priority” can easily become general traffic space.

Walking and cycling cannot remain leftover functions

CUMTA’s stated scope includes pedestrian facilities, safe intersections, cycling infrastructure, crossings, refuge islands, public amenities and accessibility for groups including women, children, older residents and people with disabilities.

The DPR will therefore have to confront a longstanding design conflict common to Indian arterial roads: whether walking and cycling are treated as legitimate transport modes or accommodated only after carriageway requirements have been satisfied.

A model corridor cannot be judged by kilometres of new footpath alone.

A meaningful pedestrian outcome would require continuous clear width, obstruction-free movement, safe crossings, access to bus stops and Metro stations, drainage that does not flood walking areas, adequate lighting and universal accessibility.

The same principle applies to cycling. A disconnected cycle track without safe junction treatment does not constitute a functioning cycling network.

The proposal goes beyond transport

Another important part of the reported scope concerns underground utility infrastructure, stormwater drainage and recharge measures. DT Next reported that electricity, telecom, water, gas and sewer infrastructure are intended to be considered in corridor planning.

That is potentially as important as the transport design itself.

Major road reconstruction frequently fails when utility agencies excavate newly completed streets because underground systems were not coordinated before surfacing and streetscape works.

A model corridor should therefore establish a utility-management protocol before construction begins:

survey → mapping → relocation plan → common utility zones → access chambers → road construction → reinstatement standard

Without that sequencing, high-quality public-realm investment can deteriorate quickly.

Construction cost remains unknown

There is also a financial distinction that needs to be maintained.

The current tender is for consultancy services. The tender listing identifies an EMD of ₹95,000 and states that the tender amount should be referred to in the documents; it does not establish the capital value of the eventual corridor reconstruction.

Urban Acres therefore does not treat any future road-upgrade value as sanctioned expenditure at this stage.

Before implementation, the public should be able to see separately:

  • DPR consultancy cost;
  • estimated construction cost;
  • sanctioned project cost;
  • utility-relocation cost;
  • Metro-interface expenditure;
  • contract values;
  • State contribution;
  • any external or multilateral financing;
  • land or right-of-way expenditure;
  • and annual maintenance commitments.

Without this separation, “project cost” can become a misleading aggregate covering fundamentally different obligations.

The timeline should be treated cautiously

CUMTA’s member-secretary told DT Next that the authority was targeting DPR completion by January 2027 and potentially a Highways Department work award by June 2027.

These are planning expectations, not contractual guarantees for the eventual construction programme.

The immediate procurement timeline is more concrete: the consultancy tender was published on 11 August, has a closing date of 1 September and provides a 120-day work period.

After the DPR, additional decisions may still be required on project approval, financing, engineering packages, utility relocation, procurement and construction sequencing.

What would make these genuinely “model” corridors?

The most important measure will not be the architectural quality of medians or landscaped spaces.

It will be whether the corridors produce measurable transport outcomes.

CUMTA should eventually publish before-and-after indicators including:

Pedestrians: continuous usable footpath width, crossing distance, signal waiting time and accessibility compliance.

Buses: scheduled versus actual journey time, operating speed, headway reliability and interchange distance.

Road safety: crashes, fatalities and serious injuries by user type.

Metro integration: walking distance between station exits and bus/IPT stops.

Cycling: continuous protected-network length and junction safety.

Traffic: intersection delay and person-throughput rather than vehicle speed alone.

Environment: modal share and measurable transport-emission indicators.

Maintenance: footpath defects, drainage failures, broken streetlights, damaged bus shelters and restoration time.

A model mobility corridor should ultimately demonstrate that Chennai can move more people safely and reliably with less dependence on private vehicles.

Until those outcomes are designed, funded, built and measured, the project remains an important planning proposition—not yet a delivered mobility transformation.
