Chennai’s ongoing pavement renewal and storm water drainage upgrades along a key commercial corridor in T Nagar are raising fresh concerns over pedestrian safety, highlighting the persistent challenge of balancing essential infrastructure maintenance with safe public movement in one of the city’s busiest neighbourhoods. The situation has renewed attention on how urban worksites are managed in dense commercial districts where accessibility remains critical.

The civic improvement programme on GN Chetty Road, stretching between the Habibullah Road junction and the flyover, forms part of Chennai’s broader effort to strengthen storm water infrastructure before the northeast monsoon. The project includes replacing silt collection chambers, clearing drainage obstructions and renewing damaged kerb stones to improve surface water management during periods of heavy rainfall. While the objective supports the city’s long-term climate resilience strategy, the execution has become a point of concern for daily commuters. Large sections of the pavement remain inaccessible after existing kerb stones were removed and stacked along pedestrian pathways. Multiple excavation points created for drainage upgrades have further narrowed walking space, forcing people onto active traffic lanes.

The pavement works have particularly affected vulnerable road users. Residents indicate that older persons, children, persons with disabilities and users of nearby educational institutions are finding it increasingly difficult to move safely through the construction zone. Accessibility experts have long argued that temporary infrastructure projects should preserve barrier-free pedestrian movement, particularly on roads serving educational, healthcare and commercial establishments. Motorists have also reported slower traffic movement as construction materials occupy portions of the roadside, reducing available carriageway width. Urban mobility specialists note that infrastructure upgrades inevitably create short-term disruption, but international work-zone standards recommend temporary walkways, visible barricades, reflective signage and structured traffic management plans to minimise risks for both pedestrians and vehicles. A senior civic official acknowledged that the work is intended to improve the efficiency of Chennai’s storm water drainage network before seasonal rains intensify. According to officials, earlier safety barricades were removed after creating traffic bottlenecks and repeated damage from passing vehicles. Alternative traffic cones and site protection measures are expected to be introduced as work progresses.

The episode underscores a wider planning challenge facing rapidly expanding Indian cities. Investments in flood mitigation and resilient drainage systems have become increasingly important as climate variability intensifies. However, urban planners argue that construction practices must integrate pedestrian safety as a core project requirement rather than a secondary consideration. Well-managed pavement works can support both resilient infrastructure and inclusive mobility without transferring safety risks to the public. As Chennai continues investing in climate-adaptive infrastructure, the effectiveness of these projects will increasingly be measured not only by engineering outcomes but also by how safely residents can navigate the city while essential upgrades are underway. Timely completion, clear work-zone management and accessible temporary pathways will remain essential to maintaining public confidence in future civic infrastructure programmes.
